HomeMy WebLinkAboutCT 98-14; Thompson/Tabata; Tentative Map (CT) (33)August 18, 2000 TO: CITY MANAGER FROM: COMMUNITY DEVELOPMENT DIRECTOR COMMUNITY INFORMATION FORUM - THOMPSON/TAB AT A SITE On the evening of Thursday, August 17, 2000, staff held a Community Information Forum to share information on the residential development project proposed by Standard Pacific for the Thompson/Tabata properties. The purpose of the meeting was to share the facts about the project itself and the required processing with surrounding neighbors, including those within the Vista Pacifica and Mariner's Point residential communities. Staff mailed over 700 notices to property owners and other interested parties residing in neighborhoods adjacent to, or in close proximity, to the subject development inviting them to attend the information forum. The forum was held at the Faraday Building, and fairly well attended. There were approximately 100 to 125 residents in attendance, with the bulk of the attendees from the Vista Pacifica residential community. Residents were present also from the Mariner's Point and Spinnaker Hills communities. Staff presentations were made by Mike Grim, Skip Hammann, Debbie Fountain and myself. We shared a general overview of the project, specifics on road issues and circulation, information on affordable housing needs and developer requirements as well as presented a summary on the processing of the project to date and the pending public hearings. Following staff's presentations, the meeting was opened up to the public to ask questions and make comments. Generally, the comments were as expected in that the primary issue revolved around the extension of Alyssum Road into the new proposed development. There remains substantial controversy over this extension and it is probably fair to say that the ongoing discussion will remain hostile through the public hearing process on this particular issue. The residents were not pleased that Staff would not change its recommendation regarding the extension of Alyssum Road. Although there were comments made indicating that some questions were answered by the presentation, it does not appear that staff was able to resolve the concerns held by many of the residents in the Vista Pacific residential community. As mentioned above, the primary issue remains the extension of Alyssum Road. The residents in Vista Pacifica want Alyssum to be a cul-de-sac. They do not want it extended due to the traffic impacts it would have on their community, and more specifically on the residents who have homes fronting on Alyssum. Other comments focused on the location of the affordable housing and the reason for the change from the original site selected by the Developer, and on the various meetings held among staff members, the developer and the City Council on this project. A written record of the meeting and the specific questions and comments received from the residents is being prepared and will be available for distribution late next week. As soon as the written record is available, it will be forwarded to the Council for further review.
