SUBJECT: POINSETTIA/THOMPSON/TABATA, CT 98-14, TENTATIVE MAP, SDP
Dear Ms. Eilmcff:
Thank you for meeting with Standard Pacific Homes and us last week (Friday, July 2, 1999) to
discuss the tentative map issues letter from Mike Shirey (Engineering Dept.). A summary of the
meeting discussion items in need of documentation follows. Your signature at the end of this
letter would serve to affirm the Engineering Dept. request for CMWD documentation on sewer
& water issues #3-6, & 8.
#3 & #4: Wilson Engineering prepared sewer studies for both Mariners Point (1992) and this
project (September 10, 1998), and concluded that at ultimate buildout-conditions for the entire
tributary ? rea. the existing gravity sewers would have sufficient capacity. The September 98
study indicated that the ''ultimate" system would operate at 71% capacity which is less that the
generally acceptable 75% - 80% capacity range. This conclusion is consistent with the findings
in the North Batiquitos Pump Station Service Area Repon, also prepared by Wilson Engineering,
dated 10-23-92, that indicated a maximum depth-to-diameter ratio within the existing gravity
?ewer wou'd be 70.percent at Master Plan buildouf conditions. In October of 1998, Gregg
Linhoff of Standard Pacific Homes met with CM'Al) manager Bill Plummer and received
affirmation on the study findings and it was agreed that the new facility improvements were
unnccccsscay.
#5: The current t.m. design for the areas north of Poinsettia would not provide the ability to
gravity sewer to the north. At Lemon Leaf Drive, the existing sewer stub invea elevation at the
northerly boundary is 299.2, while our proposed low point finish grade in Lemon Leaf Drive
approximately 400 feet south would be -296.2. At this point in time it appears that we have two
options for sewering the Lemon Leaf Drive cul-de-sac; one would be to connect to the existing
8" sewer in the Aviara/Poinsettia intersection, and the other would be to sewer westerly through
the Tabata parcel into Lonicera Sreet. Per our discussion during the meeting, you stated that
CMWD would prefer to wait until the ongoing road alignment issues for Tabata, Lemon Leaf,
and Lonicera are settled before making a determination on which Lemon Leaf Drive sewer
option is preferable.
As for the proposed sewer in Lonicera St., our current t.m. design would again not provide the
ability to gravity sewer to the north, as our proposed finish grade at the end of the cul-de-sac is
-231.4, while the existing street grade for Lonicera Street at the northerly boundary is around
246. The current t.m. design proposes a sewer connection in the adjacent property to the west.

Poinsettia/Tabata CT 98-14 Isfues
#6: The 30' wide easement in question here surrounds the old 18" and 12" waterlines crossing
the Tabata fields northeasterly toward Aviara Parkway. These waterlines were abandoned (and
replaced with new, realigned waterlines) up to Aviara Parkway with the construction of Mariners
Point in -1997 (dwg. No. 341-3). As discussed in our meeting, CMWD would have no problem
with the proposed relinquishment of easement rights for these abandoned waterlines.
#8. Per last week's discussion, CMWD would normally require looped water systems in areas
serving more than 19 units. Our current preliminary alignment studies for the Lemon Leaf
/Tabata/Lonicera area would result in a looped system for Lemon Leaf Drive. For Lonicera
Street, the current studies would result in two possible scenarios, one being a system that would
complete a loop when Tabata develops, and the second resulting in a cul-de-sac with 19 units,
therefore not requiring a looped system.
