Final Report of Testing and Observation Services During Site Grading, Village B, Rancho Carrillo, Carlsbad, California, prepared by Geocon Incorporated, dated September 25, 1998 2. Tentative Map/Condominium Permit Site Development Plan, Rancho Carrillo Village B-Phase 2, prepared by Hunsaker & Associates, stamp dated September 29, 1998 Gentlemen: In accordance with your request, this letter has been prepared to respond to a grading issue raised by the City of Carlsbad regarding Village B within the subject development. Specially, the issue related to the stability of the slope along the south property line adjacent to Village A. Review of the grading report (Reference 1) indicates that Village B is currently sheet-graded. Along the common south margin with Village A, a fill slope has been graded at a 2:1 (horizontal:vertical) inclination with a height of up to approximately 8 feet. Future grading planned for the development of Village B (Lot 206) will result in increasing the finish grade up to approximately 4 feet above the sheet-graded elevation. This will create a maximum slope height on the order of 12 feet. Conventional grading procedures will be implemented during the proposed finish grading of Village B. In that this work may not occur until next year, the existing surficial soils will be scarified, moisture conditioned, and properly recompacted prior to receiving additional fill soils. All fill soils, including those in slope zone, will be placed in shallow lifts and compacted to at least 90 percent relative compaction (ASTM D1557-91). The slopes will either be overbuilt and trimmed back or track-walked to achieve proper compaction to the face of the slope. Grading operations will be performed under the testing and observation services of Geocon Incorporated personnel. Site preparation by the grading contractor will also be observed and approved by the project geologist.
