SUBJECT: TRAFFIC CALMING IDEAS FOR PRIVATE STREETS
Dear Bob,
Dave Lother and I met with Dee Landers and Van Lynch yesterday. We had asked for
the meeting to review a preliminary site plan for the remaining 7 acres in Rancho
Carrillo's Village B. During this review Dee informed us that you and she are in a sub-
committee that is looking at ideas for traffic calming and whys to help projects in
Carlsbad be more pedestrian friendly. She let us know that the sub-committee has come
up with a number of preliminary ideas and that your recommendations will go up to
other management levels for final approval.
We are pleased to find that City staff is looking at these issues and agree that there is
room to back off a bit on the extent of private street improvements to slow auto
movement and allow for more green space and pedestrian comforts. With these issues
in mind we are looking at the modifying our current work on the village B site plan to
include the following standards.
Change private drive widths from 30 ft. to 24 ft.
Using raised islands in key areas to narrow lane widths down to 16 ft. or less.
Use curb indents where ever possible for curb side parking areas.
Placing back to back garages that are on non-through drive isles at 34 ft. apart
with a 24 ft drive isle and 4-5 ft. setbacks to the garage doors, producing a
planting space between each door. This will allow us to expand the pedestrian
space between buildings, used to enter the majority of the units. The plan we
reviewed with Dee and Van had these pedestrian areas down to 15 ft. in some
areas, now with less paving we should be able to expand these pedestrian areas.

Reduce the curb return radii for non-critical corners from approx. 25 ft. to 15 ft.
Strengthen the system of pedestrian circulation and enhancement level throughout the project.
Our current project proposal for Village B is for 132 townhouse homes on approximately the 7 acres
of pad on which 80 or so will be identified and sold as" affordable" in the Carlsbad housing market.
Continental Homes will be making a formal submittal on this project in the next few weeks. We do
understand the sub-committee looking at issues effecting private street site plans like ours is only
partially through its work and that new standards are not yet set, but again we do appreciate your
review of these issues. Please let us let us know if you feel we are off track on any of the engineering
items I've identified in this letter or if you have any other comment that you feel we will benefit from
