The monumentation and signage which is planned and designed will be a balanced and responsive part of the community. The strong design theme will help create a sense of unity and place in the community. The utilization of the Rancho Carrillo Master Planned Signage Program will provide a balance between residential and historical interests, generating signage and monumentation which enhances the environmental and architectural features of the area. The guidelines provide for types and sizes of signs and monuments which allow the community to express its unique character and attributes. Model temporary and on-site signage may be designed and implemented for an individual project with the consent of Continental Homes and the approval of the City of Carlsbad. Any additions or changes on any signage will be forwarded to Continental Homes and the City of Carlsbad for approval prior to installation. MAJOR COMMUNITY MONUMENT - NORTH The north major community entry monument will be located at the intersection of Palomar Airport Road and Melrose Drive. This entry will be a main gateway and therefore the monument should create a distinct sense of arrival and a strong contrast to the surrounding area. The entry monument will include architecture and landscape architecture reflective of the historic Early California style of Carrillo Ranch. A distinctly articulated wall with natural rock, wood timbers and stucco, along with planter boxes and enhanced landscaping will be used. Landscaping will be such as not to interfere with the natural environment. Landscaping is to include irrigation. Wherever reclaimed water is present, appropriate warning signs which meet the California State Health Code criteria will be installed. nnnnnnnn 'Design subject to change & may be re-submitted. Sti,.' MAJOR COMMUNITY MONUMENT - SOUTH The south major community entry monument is located at the southern end of Melrose Drive. This entry is a main gateway and therefore the monument should create a distinct sense of arrival and a strong contrast to the surrounding area. The entry monument will include architecture and landscape architecture reflective of the historic Early California style of Carrillo Ranch. A distinctly articulated wall with natural rock, stucco, and planter boxes along with enhanced landscaping will be used. Landscaping will be such as not to interfere with the natural environment. MAJOR COMMUNITY I.D. - TEMPORARY The temporary major community I.D. sign is located on the south side of Palomar Airport Road, 1/4 mile east of Melrose Drive. This sign has been put in place to inform the public of the upcoming master planned development of Rancho Carrillo. This sign offers information to interested parties or potential homeowners to contact the developer. This sign is temporary in nature and serves as a major community identifier while there is ongoing development and sales in Rancho Carrillo. The design of this sign reflects the historical nature of Carrillo Ranch while incorporat- ing a modern upscale look and sets the precedent for all other signage to be installed in Rancho Carrillo, thereby assuring a consistent and cohesive look to the community. Carlsbad's Historic New :omrnunity Coming in 1998 To Be Included (760) 736-2344 imunitv 7 VILLAGE ENTRY MONUMENT The village entry monument provides the primary access to a specific neighborhood or planning area. Although smaller in size, the village entry monument incorporates the natural rock and stucco elements of the major entry monumentation. All entry monuments shall conform to the village entry monument standards, however, letter style, logo, and color may vary subject to approval by Continental Homes and the City of Carlsbad. Enhanced landscaping at village entries must be approved by Continental Homes. 10' - 6"r 05 t tO *Project Name 'Design subject to change & may be re-submitted. • Continental Homes will build walls for the village entries. • Individual subdivision builders will be responsible for production of wall graphics through contract with Motivational Systems Inc (MSI). • Builders may use their individual logos/logotypes, however graphics must conform to the following criteria: • Individual 1 /2" thick aluminum cut-outs • Stud mounted flush to wall face • Trowel textured finish (MSI can supply sample) • Color to be approved by Continental Homes and consistent throughout Rancho Carrillo. 8 COMMUNITY FACILITY SIGNS - TEMPORARY These temporary community facility signs identify the site of future community facilities (school, church, park, etc.)- and will be in place until the construction of permanent identification signage is completed. The design style of these signs is consistent with the precedent established by the temporary major community I.D. Future Site of Leo Carrillc Historical Park r TEMPORARY PROJECT IDENTIFICATION Temporary project identification signs will be constructed to inform potential home- owners of projects within the master planned community of Rancho Carrillo, and will be located at the major entrances of the subdivisions with the approval of Continental Homes. The design style of these signs is consistent with the precedent established by the temporary major community I.D. Any relocation or deviation of these types of signs must be approved by Continental Homes and the City of Carlsbad. The owners or agents of subdivisions, for a period of one year from the date of the recording of the final subdivision map, may erect one of these free-standing signs of one hundred sq. ft. or less in area within the limits of the subdivision at each major approach thereto but not within one hundred feet of any dwelling located outside of the subdivision. In addition, they may erect a single free-standing sign of an area not in excess of twenty-five sq. ft. at the subdivision sales office located within the subdivision. Subdivision builder will be responsible for the individual face graphics and rider panel through contract with Motivational Systems Inc. Coming soon rider panel may be removed and replaced with another marketing message (example: Now Selling, Final Closeout, etc.). 10 KIOSK DIRECTIONALS Kiosk directionals will be used to direct potential homeowners to the different projects within the Rancho Carriilo community. The structures are constructed of wood and will have removeable panels. For safety reasons the hierarchy or order in which the panels will appear on the sign, will be determined by the following system: left turn panels will be installed first or at the top of of the sign face, right turn panels will follow and straight ahead panels will be last or at the bottom of the order. There will be a maximum of eight panels per sign face and only one panel per subdivision will be allowed. The design style of these signs is consistent with the precedent established by the temporary major community I.D. Any changes to the information on the signage is subject to review by Continental Homes and the City of Carlsbad. All new kiosks that are installed or any that are relo- cated will require a new sign permit from the City of Carlsbad. <- BEAR VALLEY <- HUNTER'S RIDGE -> SAWYER'S GROVE •-» MOONLIGHT RIDGE -> CATAVINA ^ PAMPLONA ^ SUN RIDGE 't RANCHO CARRILLC Continental Homes will supply kiosk structures and is responsible for maintenance of structures and repositioning of kiosk panels. Subdivision builders will be responsible for production and installation of individual project panels through contract with Motivational Systems Inc. 11 LAST TURN DIRECTIONALS Last turn directionals will be used to direct traffic to the subdivision sales office and model complex and serve as a reinforcement within the subdivision to the primary kiosk program at Rancho Carrillo. Only one last turn directional will be allowed per subdivision and will contain only one project name & one directional arrow. Placement of these signs will be determined by the location of the subdivision's model complex and must be approved by Continental Homes. The design style of these signs is consistent with the precedent established by the temporary major community I.D. Individual subdivision builder is responsible for production & installation of the last turn directional sign, if needed, through contract with Motivational Systems Inc. 12 FLAGS Flags will be 4'-0"H x 6'-0"W and will be installed at a maximum height of 30'-0". Flags may include only the American flag or the California State flag and a maximum num- ber of fifteen flags will be allowed per subdivision. Flag poles will be painted white. Flags will be located adjacent to the model complex for each project. Each devel- oper is responsible for the maintenance and upkeep of the poles and flags to insure aesthetic harmony throughout Rancho Carrillo. Placement of poles and flags within model complex must be approved by Continental Homes. 13 PROHIBITED SIGNS No sign with any one or more of the following characteristics shall be allowed within Rancho Carrillo and no permit therefore shall be issued except as stated in this chapter: 1. Signs which move in a controlled or freestyle manner, shimmer, blink, flash, or involve a change of tone or hue; 2. Pennants, banners, streamers, whirligigs, or similar attention-getting devices may be conditionally permitted for a maximum period of thirty days upon prior written approval of the city manager, and in the event of dispute by the city council, for the grand opening or special event of a commercial use or for events of a civic, political, or recreational nature. In the event such conditional permission is granted to erect such a device, all provisions of this chapter shall apply; 3. Signs, the message of which is anything other than the advertising of the following information regarding the lot on which the sign is located: a. identification of a building located thereon; b. identification of the owner or occupant thereof; c. identification of activities thereon; d. identification of goods or services offered thereon; e. information regarding the sale, lease or rental thereof; f. noncommercial messages by the owner or occupant of the property; 4. Signs with exteror light sources which are not shielded so as to reflect light directly upon the sign; 5. Lighted signs which by reason of brilliance, reflected light or otherwise, are injurious to the health, safety or welfare of the surrounding neighborhood. Hot air balloons NOTE: Signage locations are approximate and may deviate due to changes in neighborhood layout with approval from Continental Homes and the City of Carlsbad.
