I have commented on their import proposal on the previous two planchecks. The applicant has gone from balanced grading approved with the TM (2,500 cy cut/2,500 cy fill) to 2,005 cy cut and 3,351 cy fill requiring 1,346 cy of import. Alex Pantich at Landspace Engineering submitted a letter indicating why the quantities have changed. My concern is that this is infill and that the decision makers were not informed that there would be import. Due to the controversial nature of infill projects, i.e., citizen concern over transport of dirt to a project that was not approved by the decision makers, I am not comfortable with approving import to the site without at least a substantial conformance review in which we document the City's administrative approval. I think the Engineering Department processes applications for substantial conformance for grading. The Planning Department recommends that if the substantial conformance review reveals that grading cannot be balanced in accordance with the approved tentative map and the revised plan is approved, then the grading permit should be conditioned to limit the hours during which trucks can transport dirt to the site to between 9:00 a.m. and 2:00 p.m. If no conditions can be attached to the grading permit, then we may need to return to Planning Commission with a map revision.
