Subject: Hadley Property, CT 98-17/CDP 98-74/HDP 98-19
Dear Mr. Gibson:
Enclosed is the resubmittal package for the Hadley Property responding to the City's items
of incompleteness and issues of concern. The following items respond directly to the numbered
items in the City's letter dated November 16, 1998.
Planning:
1. The tentative map and associated application exhibits have been plotted at the scale
ofl"=40'.
2. The constraints map has been revised to reflect that the site contains 0.2 acres of oak
woodland and an archaeological site. The density calculation table was updated to
exclude the oak woodland acreage from the project's net acreage for purposes of
density calculations.
3. Pursuant to the Final Program EIR for SP 203 A, a "Phase I Environmental Site
Assessment" was completed on October 6, 1998, by GeoSoils, Inc. and is included as a
part of the submittal package.
4. In response to the incorporation of building setbacks/buffer zones to separate
development areas from dedicated open space, comment #29 of the Final Program
EIR for SP 203 A states that "the exact location and width of these buffers shall be
determined at the time of future, site-specific biological field surveys." Our survey
does not recommend establishment of buffer areas. This is consistent with all past
approvals in Zone 20.
5. Included within this submittal is a letter that details the impacts associated with the
selective clearing of native habitat for purposes of fire suppression in Zone 3. A formal
biological impact assessment from the project biologist, Anita Hayworth, shall be
forthcoming during the resubmittal review period.
6. The letter dated November 13, 1998, by Anita Hayworth, PhD. inventoried and
concluded that there were no impacts related to the discing that occurred. A copy of
the letter is included within the submittal package.
7. The application for the purchase of affordable housing credits is being processed as per
the inclusionary housing requirements.

8. A six foot masonry wall has been proposed to satisfy the separation of the open field
agricultural operations and the lot lines of all individual residential lots.
Engineering:
1. None Listed.
Planning: Issues of Concern
1. The project's landscape plans have revised to comply with the landscape requirements
contained within the Specific Plan 203(A).
2. The plans have been revised to increase Lot 18 to 8,890 sq. ft. to be consistent with
the proposed R-1-7500.
3. Lots 19 and 20 have been examined and redesigned to allow adequate area to plot a
reasonably sized dwelling unit. The repositioning of the fire suppression zones around
Lot 19 have been accounted for in the impact assessment table included within this
submittal.
4. The attached exhibit shows the establishment of the front, rear and side yards of Lot
12. The exhibit illustrates that all requirements of the panhandle section of the R-l
Zone are met and a reasonably sized dwelling unit can be plotted on site.
5. The redlined marked plans from the initial submittal are included within this
resubmittal.
Engineering: Issues of Concern
1. Included within this submittal package is an exhibit that illustrates the intersection
layouts for the undeveloped properties along Black Rail Rd. It also includes those
comments received in the meeting with the City on December 7, 1998.
2. The use of "G" Street from Aviara Phase III was discussed in the meeting on
December 7, 1998. It was noted that several efforts to contact Mr. Brehm regarding
the future plans for the Tabata parcel and "G" Street were unanswered. Since the
"Street" is aligned currently only to serve as secondary access for Aviara P.A. 23,
it does not constitute an established intersection. The intersection study referenced
in item 1 above shows that there is ample opportunity for separate accesses to these
properties.
3. Sewer and water facilities to serve the project are included on the plans.
4. A grading permit will be applied for at the appropriate time.
5. A permission to grade letter for the proposed sewer main will be obtained as noted on
the plans.

6. The plans illustrate the inclusion of the Rip-Rap at the end of the 18" storm drain
pursuant to the City's request.
7. The ponding effect was examined in the revision of the plans as per the City's request
and appropriate modifications are included in the resubmittal.
8. The redlined marked plans from the initial submittal are included within this
resubmittal.
