SUBJECT: CT 98-17 - HADLEY PROPERTY
Dear Mr. Henthom:
This letter is in response to your letter dated January 28, 1999, as to the status of the development
applications for the Hadley Property. The Zone Change and Local Coastal Program Amendment
applications were deemed to be complete on November 17, 1998.
The remaining development applications consisting of Tentative Tract Map, Coastal Development
Permit, and Hillside Development Permit were deemed to be incomplete on November 16, 1998. Since
the legislative actions (Zone Change and LCPA) are being processed concurrently with the quasi-judicial
actions, the Tentative Map, Coastal Development Permit and Hillside Development Permit applications
must remain incomplete until the legislative actions are approved by the City Council. Without the Zone
change and LCPA in place, there are no implementing ordinances to review the map and associated
applications against. I will continue to concurrently process and to take the development applications to
the decision making bodies together and in an order by which the applications can be decided upon.
It appears that the past history of the Coastal Commission is to require the City to add a Qualifier
Overlay Zone to the Zoning designation of properties. With this being anticipated, it would behoove the
applicant to submit the Site Development Plan application to also be concurrently processed. This would
save the time and effort of having to subsequently process the Site Development Plan.
