The Planning Department has reviewed your Zone Change and Local Coastal Program Amendment, application no. ZC 98-10/LCPA 98-07, as to its completeness for processing. The application is complete, as submitted. Although the initial processing of your application may have already begun, the technical acceptance date is acknowledged by the date of this communication. The City may, in the course of processing the application, request that you clarify, amplify, correct, or otherwise, supplement the basic information required for the application. In addition, you should also be aware that various design issues may exist. These issues must be addressed before this application can be scheduled for a hearing. The proposed rezoning to R-1 from L-C is consistent with the approved Zone 20 Specific Plan. 2. The project site is located within "Site III" of the Coastal Agriculture Overlay Zone as identified in the Zone 20 Specific Plan. Consequently, the conversion of these agricultural lands to urban uses will require mitigation as outlined in the Specific Plan and in the Coastal Zone regulations.
