A preliminary review of your project was conducted on November 24, 1998. Listed below are
the issues raised by staff. Please note that the purpose of a preliminary review is to provide you
with direction and comments on the overall concept of your project. The Dreliminarv review
does not reeresent an in-death analvsis of vour Droiect. Additional issues of concern mav
be raised after vour aDDlication is submitted and Drocessed for a more sDecific and detailed
review.
PlanninP:
1. Along the perimeter of the project, the Planning Department recommends that the grading
meet existing grade whenever possible to reduce manufactured down slopes and retaining
walls along the property line.
2. Since the underlying General Plan is RLM a proposed zoning designation of R-1-7500 is
appropriate and consistent with the recommendation of Specific Plan 203(A) for the Zone
20 planning area.
3. Given the limited level of detail submitted with the preliminary review the Planning
Department has no further comment, except to reiterate that all development must be
consistent with the SP 203(A) and the mitigation monitoring and reporting program of
the Program EIR for SP 203(A).
Enpineering:
1. The proposed sewer and storm drain improvements exiting the west boundary of this
project must be coordinated with the improvements that are part of the Aviara
development. The site plan should show the adjacent development to the west including
lot lines and the projected utility type, size and alignments.
2. The toe of the down slopes in the backyards of the boundary lots must include a drainage
brow ditch. The ditch must direct water flow to a connection with the proposed storm
drain system. The site plan should contain a typical lot cross section and include the
brow ditch and retaining wall.
