Dear Jack:
I made a brief reconnaissance walk-over visit to the Fernandez Property in Zone 20, City of
Carlsbad on 13 November 1998. I was able to identify only one native plant onsite:
coyotebrush (Baccharis pilularis var. consanguined). The plant is present in very low
numbers (less than 20 individuals scattered throughout the property) and would not be mapped
as a habitat. The balance of the plant species present onsite are non-native species which also
occur in low numbers and would not be mapped as a habitat type. The entire site would be
mapped as developed for intensive agriculture i.e.: greenhouse production. I see no reason to
prepare a biological study or survey report for the site. The property contains no native
vegetation communities, no impacts to native communities or sensitive resources would result
from the development of the property, and no mitigation measures are required.
