Re:Proposed LCPA 98-08 , Carnation properties.
Subject: Sewer hook up stubouts and other amenities for adjacent
properties.
Acting upon the advice of Ms Kelly Efimoff, CMWD I wish to bring to
the attention of the commission the following circumstances.
Because of negative elevation, distance and lack of easements, the
properties immediately North (adjacent) of Carnation properties are
unable to obtain practical sewer hook ups except by way of the
proposed Carnation properties development on the South.
It is much easier and cheaper to consider these problems on paper
before the ditches are filled in and the black top and concrete are laid
on. The small property owners near Catellus(Cantamar) were
overlooked in this regard resulting in difficulties and much expense to
hook up after the project was well underway.
I have no objection to the proposed zone change and subsequent
development of Carnation properties but all properties should be
included in the overall scheme of things and no parcels should be cut
off and left behind with no practical access to the utilities.
