(Dudek) conducted a focused Phase I Site Assessment at Standard Pacific Homes La Roesch property in Carlsbad, California. The site assessment involved soil sampling at La Roesch, the results of which are reported herewith. As reported, La Roesch is planned for development and at the time of Dudek's visit there had been some grading and filling activity. Currently, it is approximately a one-acre undeveloped parcel overlain with grass and various shrubs. La Roesch was said to have been used for tomato farming hence the interest in testing the soil. Sample Collection and Analysis Dudek collected a total of five soil samples from the project area as detailed in Figure 1. The samples were collected on May 2, 2001. The locations of the samples were selected randomly and intended to represent the entire area planned for development. Each sample was collected in an eight-ounce glass jar from approximately six inches below land surface. Standard chain-of-custody procedures were followed during delivery to the laboratory. The samples were preserved on ice and hand-delivered to D-Tek Analytical Laboratories of San Diego, CA. All five samples were analyzed for chlorinated pesticides by EPA Method 8080. Table 1 shows the results for chlorinated pesticides that were above the detection limits. A complete report from the laboratory is included in the appendix. Results As shown in Table 1, there were four compounds detected in the 8080 analysis. These four compounds include 4,4'-DDD, 4,4'-DDE, 4,4'-DDT and Dieldrin. All five samples contained at least three of these compounds. The United States Environmental Protection Agency (USEPA) Region DC publishes preliminary remediation goals (PRGs) for contaminants in residential and industrial soils. Residential PRGs were Tom Farrar 2980-01 La Roesch Site Assessment Page 2 considered, as this is the intended use of La Roesch. The PRGs are based on cancer risks of one million to one and for residential are determined considering exposure for 350 days per year for over 30 years. The compounds listed in Table 1, which were above the laboratory's detection limits, have residential PRGs of 2400 ug/kg for ODD, 1700 ug/kg for DDE, 1700 ug/kg for DDT and 30 ug/kg for Dieldrin. None of the compounds in Table 1 were above the residential PRGs. In fact, the concentrations of most of the compounds found in the soil samples from La Roesch were two to three orders of magnitude less than the residential RPGs. Recommendations Based on the soil sample results, there does not appear to be any significant health risks associated with the chlorinated pesticides at La Roesch. No further action is recommended based on the chlorinated pesticides analyses. Concentrations of the detected compounds were not above the residential PRGs as determined by the EPA.
