Re: Certification of City of Carlsbad Major LCP Amendment #1 -20DOD (Roesch)
Dear Mr. Wayne,
On June 12, 2001, the California Coastal Commission certified the Carlsbad LCP
Implementation Program (IP) Amendment 1-2000D with suggested modifications. The
amendment involved the rescuing of a 27.7 acre parcel from Limited Control (L-C), to One-
Family Residential (R- 1-7, 500Q) on 5.83 acres and Open Space (O-S) on 21.87 acres. The
Commission approved the IP amendment with modifications that address restrictions on uses
within the O-S zone, require mitigation for impacts to native vegetation, and provide
monitoring and planting replacement requirement?. The attached modifications contain the
specific changes adopted by the Commission.
Before the amendment can become effectively certified, the Executive Director must
determine that implementation of the approved amendment will be consistent with the
Commission's certification order. This is necessary because the amendment was certified
with suggested modifications,
In order for the Executive Director to make this determination, the local government must
formally acknowledge receipt of the Commission's resolution of certification, including any
terms or suggested modifications, and take any formal action which is required to satisfy them,
.such as zoning map revisions or ordinance revisions.
As soon as the necessary documentation in received in this office and accepted, the Executive
Director will report his determination to the Commission at its next regularly scheduled public
hearing. If you have any questions about the Commission's action or this final certification
procedure, please contact our office. We remain available to assist you and your staff in any
way possible to continue the successful implementation of the local coastal program.

Amend the certified LCP Zoning Map by incorporating the following language to apply to
