Based on our review, the project application contains engineering issues or concerns that remain to be addressed by the applicant. All engineering issues should be fully resolved or addressed prior to resubmitting the project for our review. The outstanding engineering issues or concerns are as follows: 1. It is our understanding that plans will be revised to include a recreation area south of Lot 1. Address the impacts to proposed parking stalls and vehicular turnaround. Parking lot standards must still be met on the revised plans. 2. Revise the grading plans to include typical cross-sections along the southwest property line. Depict the property line, the retaining wall, footing location, temporary and cutback slopes. Provide verification that adjacent off-site grading is not required for the construction of these walls. 3. Revise the plans to incorporate a sight distance corridor (no object higher than 30- inches shall be placed here) at the 90-degree turn in the private street. The sight distance corridor shall be measured 25-feet from the curb returns, in accordance with private street standards. Attached is a redlined check print set of the project. PLANS ATTACHED FRM0020 3/99 June 28, 1999 TO: ELAINE BLACKBURN, SENIOR PLANNER FROM: Ken Quon, Associate Engineer PROJECT ISSUES STATEMENT CARLSBAD BEACH ESTATES, CT 99-01/CSP 99-02/PUD 99-01/SDP 99-02 The Engineering Department has completed its review of the resubmitted project application for completeness and/or engineering issues. The project application is now complete for the purpose of continued engineering review. The project application does contain some engineering issues or concerns which remain to be resolved by the applicant. All engineering issues should be fully resolved or addressed prior to resubmitting the project for our review. The outstanding engineering issues or concerns are as follows: 1. Please provide on the grading plan additional elevations along the proposed retaining walls. As a minimum, indicate the top and bottom elevations at both ends of each wall, in the middle, and at the worst condition elevation. 2. A five foot wide right-of-way dedication is to be provided along the project frontage on Chinquapin Avenue to conform to the City's standard for local streets, which requires a width of 30' as measured from centerline to right-of-way line. This issue was not previously identified due to the lack of typical street cross sections on the plans. 3. In general, the City requires private streets to be designed to public street standards. Therefore, the proposed cross section for the private street requires a crown with a minimum 2% cross-slope. 4. The applicant may wish to consider eliminating the 2' wide sidewalk that is proposed for the north side of the private street, south of Lot 2. 5. Please provide an invert elevation at the point of connection to the sewer main to demonstrate there is adequate grade for sewer service for the units located at the rear of the private street. 6. It appears that Lot 1, adjacent to the garage, does not appear to meet the sideyard drainage requirement of providing a positive drainage of 2% to a swale located a minimum 5' away from the face of the building. If this is not possible, the applicant's soils engineer must provide with the next project submittal a letter indicating their approval of the proposed drainage design. 7. The Engineering Department has reviewed the applicant's letter, dated May 24, 1999. In that letter, the applicant referred to comments from the preliminary review application of August, 1998 being different from the issues raised from the first formal review of the project in January, 1999; and a request to "fast track" the processing of this project. Please advise the applicant that comments from the preliminary review application were not to be construed as an in-depth analysis of this project. The City's letter of that preliminary review, dated August 18, 1998, clearly states that "additional issues of concern may be raised after the application is submitted for a more specific and detailed review," which took place with the first formal review of the project in January, 1 999. Finally, the City does not have in place a system to "fast track" the processing of this project and take priority over other proposed development projects. However, City staff will continue to respond to each project submittal in a timely and orderly manner. Attached is a redlined check print set of the project. Please forward this plan set to the applicant for corrections and changes as noted. The applicant must return this plan set with the corrected plans to assist us in our continued review. A hydrology study which analyzes pre and post development hydrology of the project site. In addition, the Engineering Department made a preliminary review of the project for engineering issues. Engineering issues which need to be resolved or adequately addressed prior to conditioning of the project are as follows: 1. The proposed sump pump and pressurized storm drain are unacceptable as it appears that runoff is being diverted from its natural drainage course. Rather, the City requires this project to provide a gravity storm drain system that follows the natural runoff pattern of the site. Please note that based on the findings of a hydrology analysis, it may be necessary to detain runoff onsite. 2. The typical cross section for the private street should include a note designating it as a "public utility and access easement." 3. The tentative map should include a note indicating the sewer district that will serve this project, which in this case, is the Carlsbad Municipal Water District. 4. The slope of the private street is shown as 14% on Sheet A-1.01 and as 5.40% on the tentative map. 5. It appears the wall heights of the parking garage are higher than the 4.5" height noted on the plans. 6. Based on our preliminary review of the documents submitted, we have the following comments regarding potable water, recycled water and sewer systems: 1. The Developer will be expected to provide detailed information to the District Engineer regarding water demand, irrigation demand, fire flow demand in gallons per minute, and projected sewer flow in million gallons per day. 2. The entire potable water system, recycled water system and sewer system shall be evaluated in detail by Developer and District Engineer to insure that adequate capacity, pressure and flow demands can be met. 3. All District pipelines, pump stations, pressure reducing stations and appurtenances required for this project by the District shall be within public right- of-way or within easements granted to the District or the City of Carlsbad. Meet with the City Fire Marshal and establish the fire protection requirements. B. Prior to the preparation of sewer, water and recycled water improvement plans, the Developer shall submit preliminary system layouts to the District Engineer for review, comment and approval. 5. SUBJECT: CARLSBAD BEACH ESTATES PLANNING APPLICATION NO. 98-3? *Gentlemen: The District is responding to your request for information regarding available capacity to provide water, sewer and recycled water service to the subject property located at the intersection of Chinquapin Avenue and Garfield Street in Carlsbad. We presently have an existing 12" and 6" water pipelines in Garfield Street, and an 8" water pipeline in Chinquapin Avenue. These will supply adequate water and pressure to meet the demands anticipated for this project. However, the fire flow demand needs to be established by the Fire Marshall and submitted to the District to verify that the water system is adequate to meet that demand. There is an existing 8-inch sewer pipeline in Chinquapin Avenue to provide sewer service. We are designing a replacement to the existing sewage forcemain in Chinquapin Avenue. Prior to formal application submittal the following items must be adequately resolved/addressed: 1. How will drainage flow from the lower graded areas for the townhouse garages and guest parking areas? Will a pump be used? If so, a backup pump will be required. The location of the drain outlet is critical. It must empty on to an approved drainage course such as Chinquapin Avenue. 2. At each end of the parking isles next to the walls, the parking spaces must be 10 Yz feet wide (two feet wider than the standard) to accommodate for the opening of the doors and maneuvering in and out of the parking space. 3. The compact parking space located next to the RV Parking space must have space in which to back out. Either a 5' pocket for backup or a 3' backup with 2' overhang void of obstructive landscaping is required. Also, a 5' distance from the end of curb to the beginning of the standard parking space and disabled parking space is required to accommodate vehicle backup. 4. We discourage placing the parallel guest parking space at the location proposed as the ability to maneuver out of the space would be difficult. Please redesign the space into a front loaded space. 5. Because the proposal consists of four lots and one of the lots will consist of 12 condominium units, there are two methods for which this project could be recorded. One alternative is to split the lot into four parcels as a minor subdivision and record a separate tentative map for the 12 unit condominium project. The second alternative is to process the entire project as one tentative subdivision map establishing the largest parcel as a condominium complex. The type of condominium project may be limited due to the underground garage/storage area. 6. All the curb transitions on the driveway approaches need to be located three feet from their side property lines. The approach to the condominiums does not comply with this PRE 98-39 CARLSBAD BEACH ESTATES! PRELIMINARY REVIEW requirement as the beginning of the curb transition extends past the proposed side property line of the lot located at the northwest corner of the property. 7. Street improvements do exist along the property's frontage. Any damage or wear to the existing improvements at the time of project development may need to be repaired at the direction of the City. No dedication of right-of-way is necessary as Chinquapin Ave. is fully improved with an ultimate R.OW. of 50 feet. 8. The 20 foot distance on the driveway between the edge of sidewalk and the top of ramp transition must fall at a 2% grade toward the street. 9. The Crime Prevention Unit presents recommendations in two sections, site considerations and building recommendations. Site Considerations Q Lighting Equip all sides of individual buildings with lighting fixtures to illuminate the sides of the building. Place lights in the eves, illuminating the sides of the building instead of using flood lights that shine away from the building. Light gives someone the perception of being seen. The lights do not have to be of considerable wattage, low levels of light are sufficient to provide a blanket of light. Equip parking areas with light that provides a maintained minimum of one (1) foot- candle of light at the ground level during the hours of darkness. Illuminate walkways and passages within the complex with a maintained minimum of one quarter (.25) foot- candle at the ground level during the hours of darkness. Provide additional light in common areas such as mail boxes and recreation centers. Further, equip exterior fixtures with dawn to dusk sensors or timers, including balcony lighting. Adapt fixtures to use something other than an incandescent bulb for energy efficiency. Ensure the light is directed to illuminate the sides of the building not just the area surrounding the building. Protect the fixtures with vandal resistant covers. D Light Sources • Incandescent or halogen lamps are short lived and fairly expensive to operate. They put out a nice bright light and are easy to control. They are compact. • High pressure sodium vapor lamps require few fixtures and have a low operating cost. The fixtures are expensive to purchase. They put out an excellent light and are easy to direct and control. They are compact. • Low pressure sodium lamps have the lowest operating cost of all the lamps. The fixtures are expensive but few are required. They put out a yellow light and the clarity is not good. They are easy to direct and control. They are longer in size. D Landscaping Keep exterior landscaping at a minimal height and fullness giving police, security services and the public surveillance capabilities into the area. Plant low profile shrubs, below three feet. Design landscaping to keep a space between the tops of shrubs and the bottoms of trees. Ensure the canopy of a tree is not lower than five feet. Do not allow trees to provide access to the roof or balconies. Let landscaping augment, not deter from lighting. Apply security plants where necessary to prevent loitering and tampering. Security plants have prickly leaves or thorns. They limit access over fences and through windows. They also reduce concealing and loitering. Plant low level security plants on or around problem areas. Security landscaping, used with appropriate fences provides excellent security, deterring intruders. For a list of security plants, please contact the Crime Prevention Office at 931-2105. Build walls and fences that are see through for surveillance. Tall solid walls around and within a complex provide cover. Walls and fences at entrance ways should allow surveillance. Prune trees away from fences to not provided access over the fence. Thick foliage at the fence line impairs yard visibility and conceals a breach in the fence. Lock gates and install gates that allow surveillance. D Addressing On the street side of the residence, display a street number in a prominent location. Make the numbers visible to approaching emergency vehicles. The numerals should be no less than four (4) inches in height and should be of a contrasting color to the background to which they are attached. Display house numbers be displayed in illuminated fixtures. D Entrances Keep entrance ways clear of clutter. Make sure you allow vision from the front access street to front door entrance. Homes that have been designed without this consideration have been more susceptible to front entrance penetration. Surveillance is important. D Territoriality Define areas of the complex using the concept of territoriality. Using ground cover, landscaping and lighting, define a general territory for the overall complex and a personal territory as a user moves closer to individual unit. When users have their own defined territory they protect and care for the space. Building Considerations D Doors Install wooden doors into the residence of solid core construction with a minimum thickness of one and three-fourths (1-3/4) inches. This includes the garage pedestrian door, and the door from the garage into the residence. Further, equip all doors with a single cylinder dead-bolt lock using a 5-pin tumbler. Connect the dead-bolt to the inner portion of the lock by connecting screws. Ensure the lock has a one inch throw that can withstand a cutting tool attack. Choose a dead-bolt that embeds at least three-fourths of an inch into the strike plate. Finally, re-enforce the strike plate with a minimum of two, 3 inch screws. Arrange all entry and exit doors to dwelling units so that the occupant has a view of the area immediately outside the door without opening the door. Except doors requiring a fire protection rating that prohibits them, such view may be provided by a door viewer having a field of view of not less than 190 degrees. Mounting height should not exceed fifty-four inches from the floor. Further, install no glass panels within forty inches of a locking device. Doors that are partially glass also require a single cylinder dead-bolt lock. Also, equip these doors with a burglar resistant glaze to prevent someone from breaking the glass to enter the home. D Sliding Doors Install metal guide track at the top and bottom of horizontal sliding. The bottom track should be so designed that the door cannot be lifted from the track when the door is in the locked position. Also, equip the door with security hardware such as a pin. D Double Doors The inactive leaf of a double door requires the same solid core construction as a single door and should be equipped with metal flush bolts, having a minimum embedment of five-eighths (5/8) inch into the head and threshold of the doorframe. D Hinges Use hinges for out-swinging doors with non-removable hinge pins or mechanical interlock to preclude removal of the door from the exterior by removing the hinge pins. D Garage Doors Install two receiving points on doors that exceed sixteen feet in width; or, if the door does not exceed nineteen feet, use a single bolt if placed in the center of the door, with the locking point located either at the floor or door frame header. Upon completion of grading, Developer shall file an "as-graded" geologic plan with the City Engineer. The plan shall clearly show all the geology as exposed by the grading operation, all geologic corrective measures as actually constructed and must be based on a contour map which represents both the pre and post site grading. The drainage system shall be designed to ensure that runoff resulting from 10-year frequency storms of 6 hours and 24 hours duration under developed conditions, are equal to or less than the runoff from a storm of the same frequency and duration under existing developed conditions. Both 6 hour and 24 hour storm durations shall be analyzed to determine the detention basin capacities necessary to accomplish the desired results. 70. Developer shall comply with the City's requirements of the National Pollutant Discharge Elimination System (NPDES) permit. The developer shall provide best management practices as referenced in the "California Storm Water Best Management Practices Handbook" to reduce surface pollutants to an acceptable level prior to discharge to sensitive areas.
