Dear Mr. Howes:
This letter is to follow-up our conversation today regarding the redesign of the
secondary access point for Poinsettia Properties Planning Area 7. As we discussed,
Planning and Engineering would like to see the access redesigned so that it
connects directly into the project, perpendicular to Poinsettia Lane, rather than the
currently proposed configuration which proposes two lanes running parallel to
Poinsettia Lane within the 40’ landscape buffer. In order to maintain a safe
distance from the Poinsettia LaneKarlsbad Boulevard intersection, the access point
should connect into the project about in the middle of current lots 14 and 15. This
will involve some redesign and shifting of the lots. The pedestrian access point
near the southeast corner of the project shall be incorporated into the redesign.
The redesign of the secondary access point will be reviewed as a Substantial
Conformance.
I have discussed this redesign with Lloyd Hubbs, Bob Johnson, and Adrienne
Landers. Everyone concurred that the grading permit for the project could be
approved showing the original secondary access approved by the Planning
Commission and City Council, with the understandinq that the access would be
redesigned as discussed within the next several weeks. You would need to provide
a letter of assurance, along with a conceptual redesign of the secondary access,
which outlines the time frame for the redesign and states that the design will be
subject to approval of a Substantial Conformance Exhibit by the Planning and
Engineering Departments. In no case will issuance of building permits or a Final
Map occur prior to approval of the Substantial Conformance Exhibit.

Again, the redesign of the secondary access will not hold up issuance of the
grading permit. However, you may still have unresolved issues with other
departments which may delay grading permit issuance.
