Subject: Discussion of the Spyglass II (CT 99-09) /Re-vegetation Proposal on the CaiTrans Parcel in Zone 15 The puipose of the meeting was to discuss details involved with the re-vegetation plan on the CaiTrans parcel. The following is a list of items in the order they were discussed: • Water supply? Tony questioned how it would be set up, where the source of water would come from, and the feet that it would only be a temporary irrigation system Jong enough to establish adequate growth. • Timing and how it relates to the project - It was agreed that re-vegetation could precede the grading for the subdivision along El Camino Real, to addition, according to Van Lynch, the onsite project plans for the development have been submitted for first plan check and that it would be unlikely they would be ready to start grading prior to November which appears to be an ideal time to do the re-vegetation. * Don Rideout indicated the project would not need to comply with the landscape manual as it relates to irrigation. This is a special project and special conditions will apply, Don questioned whether we would be taking phigs from the project and keeping them alive. This should definitely be done before the onsite grading of the project starts. • There is a need to prepare the re-vegetation site so that planting could began in November or the specific date as recommended by the biologist. * Don indicated that the installation would be subject to requirements of the biologist. * Tony was going to set up a meeting with Mitch Beauchamp the biologist to get the specific criteria for the plan. The plan will be submitted to Lany. If irrigation is required, the fee would be based on the irrigation improvements. According to Larry, if there is no irrigation, the inspection would be very limited. • It was pointed out that any native shrubs within the re-vegetation area need to be flagged to be sure that they would stay. • Don brought up the question on weeding the site and the need for A crew to walk the site. Don ask that this be specified in the plan as to how it will be done. It was agreed that any specific questions dealing with the re-vegetation plan will be directed to Van Lynch who is the project planner and copied to Don Rideout, Larry Black, and also to Terry Stewart at State Fish & Game. • As part of the plan, a list of species to be planted will be included. Don asked whether we could include Western Dichondra, and it was agreed after some discussion thai we would ask Mitch Beauchamp the biologist. Included in the proposal will be a request to relocate the K-rail wall that currently exist at the easterly edge of the proposed re-vegetation area. By removing the existing wall and tying into both the north and south of it with additional wall would expand me current area that is circled within the wall. It was agreed mat we would ask Terry Stewart in reference to the wall's relocation. Don suggested that we contact Mike Smith the Fire Marshal. We also need to give copies of the plan to Utilities and Engineering to took at it hi addition, it was asked whether a Preliminary title Report was available to see if there arc any easements that may conflict with the proposed work.
