Dear Nancy:
The most recent draft of the HMP requires 2:1 mitigation for 'grassland impacts on the Spyglass
project. Pacific Southwest Biological Services, inc. (Mr, R, Mitchel Beauchamp) has identified 5. 15
acres of Perennial Grassland on the 10 4 acre site. We request to meet with you, State Fish and
Game, City representatives, Mr. Beauchamp, the land owner representatives and myself to come to
an agreement on the required mitigation for the project. Agreeing to ihe mitigation is the last item
holding up this project from moving forward with the discretionary review process.
We have a suggested mitigation site in Carlsbad and are anxious to get everyone together to review
our proposal.
Please call me as soon as possible to set up a time so that J can co-ordinate a time for everyone listed
below If you want to meet in the field, please let me know.
