I am inclosing a copy of my letter to the city of Carlsbad and page 10 of the report. As you can see, I feel that the native / non-native grassland on the ten acre Spyglass site is of low quality and is not part of or attached by a link to any habitat system. It is isolated and surrounded by highly developed properties. According to the HMP April 1999 proposal and Pacific Southwest Biological Services April survey it is clear to me that it has no value to the habitat system and was never considered by the intent of the HMP document, or any State or Federal document, to have significant impact on the system. I would like to ask the Fish and Wildlife Service to consider this land as "no value" and to let the city of Carlsbad issue me a take permit without further cost or delay to my project.
