Biological Study A biological study has been performed and is included in the submittal package. 2. Affordable Housing The submitted plan shows "granny flats" included in 3 of the units in conformance with the City's inclusionary housing requirements. 3. Hillside Ordinance The tall perimeter slopes have been undulated to the largest extent possible and the buildings have been set back from the tops of the slopes on Lots 1,2,10,11 and 12. 4. Noise Study An updated noise study has been performed and is included in the submittal package. 5. Required Applications Applications for a Tentative Tract Map, Site Development Plan, Special Use Permit and Hillside Development Permit are being submitted. 6. Carlsbad Village Drive The name has been changed from Elm Avenue on all of the documents. 7. Previous City Approval Stamps The stamps have been removed from updated documents. Planning Department Page 2 of 2 Engineering: 1. Sight Distance at Appian Road and Carlsbad Village Drive Intersection Per conversations with Ken Quon, the sight distance has been set for 300 feet. This is the stopping sight distance for a forty mile per hour design speed. The Caltrans Highway Design Manual Section 405.1(2)(b) allows the use of stopping sight distance in lieu of corner sight distance when ..."right of way acquisition, building removal, extensive excavation, environmental..." costs are excessive. As confirmed on the tentative tract map, a large retaining wall (approximately 20 feet high) would be required in order to create the corner sight distance. In order to keep the retaining wall height and related excavation to a minimum, the stopping sight distance of 300 feet has been used. 2. Angle of Intersection Between Appian Way and Carlsbad Village Drive The intersection has been set at 90° to the centerline of Carlsbad Village Drive. 3. Dedicated Right Turn Lane A dedicated right turn lane for vehicles traveling east on Carlsbad Village Drive and turning south on Appian Way has been included on the tentative tract map. 4. Flat Setback Area along El Camino Real and Carlsbad Village Drive The requirement has been waived by Bob Wotjik. 5. Traffic Signal at Appian Road and Carlsbad Village Drive.
