Post Office Box 985, National City, California 91951-0985 • (619) 477*5333 • FAX (619) 477v October 29, 1998 PSBS# T472 Mr. John Wismer 76 Fairlane Road Laguna Niguel, CA 92677 Re: Revised Scope of Work and Cost Estimate for Carlsbad Village Drive Site Dear John: Pacific Southwest Biological Services, Inc., (Pacific Southwest) is pleased to present a revised detailed Scope of Work and Cost Estimate for the above project, following a second drive-by visit and brief walking tour of the site late yesterday afternoon. The 10.19-acre site at Carlsbad Village Drive and El Camino Real in the City of Carlsbad is largely an area of Eucalyptus trees and disturbed fields. I believe that the issues would be limited to potential nesting raptors, i.e. hawks and owls, in the trees, and possibly compensation for the loss of the open field habitat. After a closer inspection, a small area of Coastal Sage Scrub encompassing approximately 0.5 acres also occurs on the site. The U.S. Fish and Wildlife Service (Service) may require a protocol survey for the endangered Coastal California Gnatcatcher, although Pacific Southwest will make it clear to the Service that we believe that such a survey as unnecessary. The protocol survey, if required, will involve a three visit survey at least one week apart. In addition, the Service requires prenotification 10 days in advance of any survey. Our cost to prepare a biological assessment and develop the findings for the North County Multiple Habitat Conservation Program requirement and the protocol survey is estimated at $4,800. Should the Gnatcatcher survey not be required, the cost will be $2,600. Pacific Southwest would be pleased to perform any out of scope services such as meetings or client/agency interaction at our standard time and materials rate. As we are currently in our busiest season, we give exclusive service to our clients who retain us. Therefore, we are requesting a retainer in the amount of $1,300. Enclosed is our Short Form Contract for your completion and signature. We can commence once we receive the completed contract and the retainer. We can provide a report within two weeks of our final field visit. We will require three copies of the project base map at a scale of 1" = 200' or better, showing topographic lines and one map with the proposed project indicated also. These maps should clearly depict boundary lines. Please also submit a written project description.
