The report notes that the project site has, in its existing condition, has a significant cover of 5.15 acres of Perennial Grassland. The survey also notes that based on the previously proposed project, 95% of this habitat will be impacted by the proposed development. As stated in the survey, Grasslands are not considered a sensitive vegetation community but they are important in a habitat preserve design. This letter is to follow up on our discussion of July 26, 1999 regarding the biological impacts to the perennial grassland habitat on the project site. There is the need to mitigate the loss of this habitat type by preserving and/or restoring the habitat on-site or potentially off-site. Staff would like to discuss the potential mitigation requirement and measures of the habitat with the U.S. Fish and Wildlife Service. Don Rideout has agreed to initiate the discussions with the Service. To help in the review, please provide an exhibit, in plan form, that shows the extent of the existing grassland area with acres and percent values, a plan showing the areas that could be re-established as grassland on- site with acreage and percent values, and any additional biological reports that are available. If you have any questions regarding the above, please feel free to call me at (760) 438-l 161, extension 4447.
