The District is responding to the Review and Comment Memo dated June 28. 1999.
We are unable to further clarify issues identified in our Comment Memo dated April 6,
1999 because the Developer has not provided any additional information in response to
our concerns. All comments made in the April Memo still apply. The following is a brief
summary of significant issues which should be resolved prior to conditioning:
4. All District pipelines, pump stations, pressure reducing stations and
appurtenances required for this project by the District shall be within public right-
of-way or within minimum 20' wide easements granted to the District or the City
of Carlsbad. A wider easement may be required for the sewer running down the
hillside into El Camino Real.
5. Sequentially, the Developer's Engineer shall do the following:
A. Meet with the City Fire Marshal and establish the fire protection
requirements.

B. Prepare and submit a colored recycled water use area map and submit
this map to the Planning Department for processing and approval by the
District.
C. Prior to the preparation of sewer, water and recycled water improvement
plans, the Developer shall submit preliminary system layouts to the District
for review, comment and approval.
5. All potable water and recycled water meters shall be placed within public right of
way. The Developer will be responsible for showing the locations of such meters
in relationship to the driveways and the edge of right of way. All sewer cleanouts
shall be placed at property line in a location approved by the District.
6. No more than 19 homes shall be served on a single potable water distribution
pipeline. The connections for the looped pipeline system will include a
connection in Appian Way and in Carlsbad Village Drive. The Developer
will be responsible for construction of sufficient potable water pipeline in
Carlsbad Village Drive to connect to the existing 446 HGL Zone near the
intersection of El Camino Real.
7. The Developer will be responsible for connecting to the existing sewer
system in Carlsbad Village Drive.
