The following is a itemized list which responds to the issues listed in your 'incomplete' letter of April 23,1999. LIST OF ITEMS NEEDED TO COMPLETE THE APPLICATION Planning: 1. Accompanying this resubmittal are copies of the noise study for the project. The sound walls e- shown on the site plan will be build based on the noise study. 2. Please see General Design Note #7 on the site plan which shows the grading quantities . ^ J 3. Sewer service is available as shown by approved Map # 13553 and signed improvement drawing < # 348-5 for CT 93-08. ISSUES OF CONCERN Planning: 1. The project numbers have been added to the tentative map and the zoning is shown as RD-M, as General Note # 6 on the cover sheet of the tentative map. 2. As you can see on the site plan, the majority of the units still have a 10' front yard setback. We have increased the amount of front yard landscaping including landscape 'clumping' at various ^^/NJO locations along the street scene. This clumping provides variation in the street scene and » eliminates the uniform appearance of the front yard setback. This landscaped solution to the front yard setback allows the project to not encroach into the 50' setback along Melrose and provides all homeowners with a minimum 15'X15' rear yard for a more livable project. 5900 Pasteur Court • Suite 150 • Carlsbad • CA 92008 • (760)438-1465 • Fax: (760)438-2443 o 3. The required and provided amount of recreation area is shown on the cover sheet of the site plan. The fire suppression zones have been relocated (see #6 below). As shown, Floor Plan #1 is equipped with a 7'XIO1 balcony deck. Pursuant to our phone conversation, Floor Plans #2 and #3 are equipped with a minimum 15'X15' fenced rear yard which does not contain a patio. It is our desire to let the homeowners landscape their own back yard. We are, however, submitting an optional trellis exhibit. It will be disclosed to home buyers that future trellis/patio covers must conform with the approved trellis exhibit. 4. Garages facing the street are dimensioned to have a minimum of 20* setback from the back of the sidewalk. 5. As shown in #3 above, the fenced-in rear yards will be landscaped and maintained by individual homeowners. The landscape maintenance exhibits have been revised to show all of the common open space areas to be maintained by the HOA. It will be disclosed to homeowners that landscaping must conform to the Rancho Carrillo Master Plan. 6. The fire suppression zones have been relocated off of the pads and further away from the residential units. These fire suppression zones are, however, in conformance with approved landscape drawing #331-1L and no addition mitigation is needed. 7. Elevations excluding the shaded areas are provided. 8. The site plan shows the location of the entry monument and the landscape plan shows the details which are in conformance with the Rancho Carrillo Sign Program. 9. The four different elevations are all variations of California Mediterranean. Each courtyard will contain two of the variations. Engineering (from Ken Quon's memo to Anne Hysong dated May 4,1999): 1. General Design Note #17 states that the storm drain within the proj ect boundary is private. The private storm drain is shown to connect to the public storm drain between buildings 19 and 20. 2. "Public utility and access easement" has been added to the street cross sections. Fire: 1. Ken Quon has informed me that a secondary access is not required. It should also be noted that a wide entry is provided. A 24' wide ingress in addition to a 24' wide egress is provided. 2. It is understood that all buildings must be equipped with automatic sprinkler systems conforming to NFPA Standard 13R. You may also note that we were able to remove the retaining wall which was previously located in the rear yards in the south portion of the site. o Enclosed are 10 copies of the site plan, landscape plans, floor plans and elevations, and one copy of the noise study.
