Dear Sondra:
The Planning Department has completed its review of the January 11, 2000 and February 7, 2000
submittal of subject project. The following issues remain and must be resolved prior to scheduling
the project for public hearing:
1. The landscape plans submitted on February 7, 2000 have been forwarded to the City’s
landscape consultant, Larry Black, for review. Comments will be forwarded under separate
cover.
2. Although the proposed subdivision would require a HOA with CC&R’s to maintain the downhill
perimeter slopes, it does not appear that a PUD permit is needed for this subdivision. The
following redesign would enable a standard subdivision without the PUD requirement:
A. The portion of a 30 foot wide private driveway/panhandle for access to Lot 4 is
unnecessary. Extend the eastern property line 10 feet to the east and show the
driveway taking access from Street A. Show the remaining 20 feet as a panhandle
driveway access to Lot 5.
B. Delete Lot 1 (open space lot) and include the area as part of Lot 2.
C. Increase the lot area of Lot 7 to a minimum of 7,500 square feet by moving the southern
property line 5 feet to the south. Please ensure that a minimum 2 foot separation
between the retaining wall and the property line is provided to enable a planter area
between the wall and the property line fence.
3. The retaining wall along the northern property line of Lot 5 is not acceptable. Please lower the
lot elevation to 364’ by combining a 5’ wall and 5’ slope along the eastern property line (see
attached redlined exhibit). This will eliminate the wall between Lots 4 and 5 and avoid creating a
pad that is elevated 6’ above the adjacent property due to a retaining wall. The retaining wall
should be viewed by the Lot 5 resident.
4. Floorplans for Plans 2 & 3 show an 8’ optional balcony deck. Lot 2 could not accommodate the
deck with the 20’ rear yard setback and Lots 8, 9 and 10 could not accommodate due to the 60’
fire suppression zones.

Enaineerina:
Engineering Department comments will be forwarded under separate cover.
1. Applicant shall provide a fire protection landscape plan depicting the manner in which lots 8
through 11 will be provided defensible space in accordance with the City Landscape Guidelines,
or a functionally alternative landscape plan which compliments the fire protection architectural
requirements proposed for those lots. NOTE: The Landscape Plan submitted on February 7,
2000 has been submitted to the Fire Department for review.
Water:
1. This tentative map should not be approved until all comments are fulfilled or discussed with the
CMWD staff to the satisfaction of the Deputy City Engineer of Design.
2. All slopes and common areas shall be irrigated with reclaimed water. The developer shall show
an irrigation water meter and water lines on the map.
3. The developer shall show all proposed and existing easements, including service to lot 5. The
developer shall be aware that no fences, trees or bushes are allowed in CMWD easements.
Easements for public utilities shall be 20’ wide and dedicated to CMWD. Easements that
contain both water and sewer service shall be 30’ wide and dedicated to CMWD.
4. The developer shall show water meters and sewer laterals to each lot.
5. The developer shall show and call out all water and sewer stub outs, including the north and
south end of Street “B”.
