As requested, attached is a "will serve" letter from Coast Waste Management for Village L of
Rancho Carrillo. As stated in the letter, service will be provided by one of two methods: 1)
residents pull the trash cans and recyclables to the drivelane/street or 2) collection drivers pull the
trash cans and recyclables from the motorcourts to the drivelane/street. Pulling the trash cans and
recyclables to the drivelane/street will be necessary since the overhangs on the motorcourts are
too low to allow access for the collection vehicles.
As we would usually find with a project such as this, and as expected by the developer, collection
fees are likely to be higher than for the usual single-family home. Billing services will be
required to have master billed service through the HOA (which happens to be the preferred
method for the developer as well).
Mr. Pawelski of Coast Waste Management will be sending the original of this letter to you. In

RE: Review of Project Plans, Rancho Carriilo Village L for refuse services
Dear Stuart:
In reviewing the project site plans for refuse collection services, the site can be serviced,
however, the density of the project presents several contraiats to collection services which will
result in higher collection fees.
The project is proposed to have residential service (resident provided cans). Since this site is a
planned development with services performed on narrrower drivelanes the project would
require backyard service which has a higher fee charged to the resident. Because of the size of
the accessways the residents would be required either to pull out the trash cans and recyclables
to the common center driveway or the collection drivers would have rua back and forth to the
garages in front of each unit. In the first option where the cans acd recyclable crates are
clustered at the main complex drive way, the parking and circulation will be restricted. In the
second option the drivers for green waste, trash and recycling would have to run back acd
forth to each units garage since the overhang in the entry area of the units drivelanes are to
low to allow access for the collection vehicles.
Jn our review of the plans, our option at this time, would be to service containers clustered
near the drivelanc. Billing for services would be required to have master billed service
Through the management company or home owners association.
