HomeMy WebLinkAboutCT 99-11; Rancho Carrillo Village L; Tentative Map (CT) (29)PUBLIC WORKS LAND DEVELOPMENT SECTION MEMORANDUM November 2, 1999 TO: VAN LYNCH, ASSOCIATE PLANNER FROM: Jeremy Riddle, John Powell & Associates ' SUBJECT: CT 99-11, CP 99-08, MP 139 (I): RANCHO CARRILLO VILLAGE L SECOND ENGINEERING ISSUES STATEMENT Engineering Department staff has completed a second review of the above-referenced subject. Prior to staff making a determination on the proposed project, the following engineering issues of concern still must be resolved or adequately addressed by the applicant: 1. Include documentation to verify that the refuse company serving the development has accepted the layout of the private drives and courtyards. Revise the tentative map to identity the location of trash enclosures (if any). If there are no trash enclosures, then where will residents place their trash for pick-up? Please provide an exhibit (showing turning movements) on how the refuse trucks will circulate safely through the site without impeding traffic. 2. Provide an updated soils report which addresses the proposed project. The report prepared by Geocon Inc., in 1993 was prepared before the site was mass-graded. Now that mass grading has complete, provide an as-graded report for Lot L and a new report including project recommendations. 3. Revise the tentative map to include a typical cross-section of the project entry. 4. Review the tentative map to specify and call-out the proposed public general utility and access easement (width?) encompassing the private drives. 5. Revise the tentative map to depict the location- of fire hydrants and street lights along private drives on the typical cross sections. Clarify any conflicts where easements do not encompass public facilities (i.e.: fire hydrants). 6. Revise the tentative map to include a application numbers in the upper right area of the tentative map sheets. 7. Revise the tentative map to include the anticipated EDU's and water demand (in GPM) resulting from the development. 8. Revise the tentative map to include the signature of the engineer preparing the document. Revise the tentative map to include an exhibit on ADA accessibility through the site and include a detail the modified pedestrian ramps. Verify if there is adequate clearance behind the ramps. 10. Revise the landscape concept plan to depict the proposed water and storm drain improvements (and easements) to verify no conflicts with park improvements (benches, etc.). 11. Provide a title report which identifies the recent map which created lot L of Rancho Carrillo. Revise the tentative map to include the legal description matching the updated title report. 12. Address the redline comments as noted on the returned check print. Enclosed is a red-lined check print of the project.
