Listed below are the item(s) still needed in order to deem your application as complete. This list of items must be submitted directly to your staff planner by appointment. All list items must be submitted simultaneously and a copy of this list must be included with your submittals. No processing of your application can occur until the application is determined to be complete. When all required materials are submitted the City has 30 days to make a determination of completeness. If the applicat/on is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, April 19, 1999, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a . new application must be submitted. A corrected noise study must be submitted for the project. The report submitted shows a noise level of 59 and 61 for receiver locations 1 an 2 respectively for a six foot high wall while the revised wall height exhibit submitted August 30, 1999 shows that an eight to nine foot noise barrier is required to attenuate noise to a level of 60 CNEL. Also not addressed is the effect of the break in the noise barrier for the pedestrian walkway to Melrose Drive. Please see below for concerns regarding noise and project design. 2. Please complete a new disclosure statement with correct applicant/owner information. 3. Provide building heights for two and three story units. Building height is measured from proposed pad elevation to peak of roof. The resubmittal shows building heights measured to top of chimney. ISSUES OF CONCERN Planning: 1. The project site is significantly impacted by roadway noise from Melrose Drive. The proposed six foot noise barrier does not adequately mitigate the noise condition, and as noted in the study, Carlsbad discourages the use of walls over six feet along circulation roadways. Additional noise attenuation is need to have the project comply with the noise standards. Additional landscaped berming with a noise wall on top is acceptable, but will require the lost active recreation area to be made up for elsewhere. To rely on disclosure to the purchasers that the project is, or will be, noise impacted is only an option after the project has been revised to reduce the effects of noise or if it can be found that specific economical, social, or other considerations make infeasible the mitigation measures or project alternatives to avoid or substantially lessen the significant environmental effect from noise. 2. Provide a typical detail of the private driveway entry (from private street to garage) with dimensions of drive width, setbacks, and turning movements. 3. The retaining wall for building 10 is not acceptable. Development shall be accommodated on the existing graded pad or re-graded to permit development without the use of exterior down slope retaining walls. 4. Add setback dimensions from private drive to garage/building face to architectural plans. .-_- . 5. Provide hardscape (pavement) treatments at project entry and entries to motor courts. 6. Please add project numbers to title sheet of plans. Engineering: 1. The entrance street is to intersect Carrillo Way at a right angle for at least 50’, as measured from the extension of the curb face. 2. The plans are to include notes indicating the parties responsible for maintaining slopes along all project boundaries. 3. It appears from the landscape plans that plant materials will encroach into the sight distance triangle at the corner of Melrose Drive and Carrillo Way. Please note that this triangle is to be free of any obstructions exceeding 30” in height. 4. The applicant is to submit a preliminary title report of the project site shown on this application. 5. The geotechnical report submitted with this application discusses the project site prior to mass grading of the Ranch0 Carrillo development. Since the mass grading has already occurred, this report must be revised to address the project site conditions and feasibility in its current state (after the mass grading of the Ranch0 Carrillo development).
