Coast Hwy. 101, Suite 101 Encinitas CA 92024 RE: CT 99-ll/ CP 99-OS/ MP1390 - RANCH0 CARRILLO VILLAGE L Dear Mr. La Casse: This letter is in regards to the review of the proposed noise attenuation wall for Ranch0 Carrillo Village L. The latest proposal which consists of a six foot wall atop a landscaped berm is an acceptable method of attenuating the roadway noise from Melrose Drive. It is understood that this design will reduce the amount of active recreation area, but the minimum amount required is still provided. The previous proposal of just a six foot wall did not fully mitigate the noise impact. The use of added disclosure to future property owners that the property they are purchasing is, or will be, noise impacted does not meet the noise standards and should only be used in cases where exterior noise levels cannot be mitigated to the allowable levels. It has been shown that noise attenuation can be achieved for the subject property. Please provide additional noise study material that verifies that the berm and wall combination attenuates the noise level to 60dB(A). It should also be mentioned that if the second floor exterior deck is to counted toward meeting the Planned Development recreational space requirement, it should also be protected from exterior noise. This would be the case for the second floor decks for plans 2, 3.1, and 3.2 which is shown on the Rec. Area Summary table (sht 2 of 2) as meeting the recreation requirement. Since the lower exterior patio is noise attenuated and larger, it may be better to use for the calculation than the deck.
