Subject: Steiner Project Submittal Package: APN 215-050-58 & 215-050-59(a portion)
Please find the attached submittal package for the Steiner Property, APN # 215-050-58 and a
portion of APN #215-050-59. APN 215-050-58 & 215-050-59 ( A Portion)
The applicant is requesting a Tentative Tract Map, Site Development Permit, Coastal
Development Permit, and a Hillside Development Permit for a 9 Lot Single Family detached
residential subdivision. The applicant is also proposing a Zone Change, and a Loacal Coastal
Program Amendment to change the zoning designation from Limited Control (L-C) to One
Family Residential (R-1-7500-Q). The project will remain Residential Medium (RM) General
Plan designation, which is consistent with the proposed R-l zone. The total proposed project
area includes the Steiner parcel, APN 215-050-58, and a portion of the approved CT 97-15,
APN 215-050-59, totaling approximately 3.0 acres. The property is located west of El Camino
Real and the future intersection with Poinsettia Lane. The Steiner Property currently obtains
access via a dirt road off of El Camino Real. Future access will be taken from the Lohf
Subdivision via the proposed Street "A".
A tentative map is currently being processed for the Manzanita Property north of the
Steiner Property. The City's April 1999 Public Review Draft of the HMP has proposed that the
adjacent land directly north of the Steiner Property is protected as a hardline conservation area.
The design of Lot 3 on the proposed Steiner Property is constrained due to these conditions to
the north. Pursuant to a meeting with Mike Smith, City of Carlsbad Fire Prevention, the
proposed design of Lot 3 is acceptable if the home is constructed with "ignition resistant"
materials as required by the 1997 Wildlife Interface Code and restricted to solely Condition 'A'
Zone 1 planting material for manufactured slopes.

Torrey, LLC. a Delaware limited liability company, Western Pacific Housing-El Camino LLC, a

WHEREAS, in order to commence and complete th« planned developmei t of the
Projects WPH must obtain certain permits and approvals from various governmental agencies
and regulatory bodies.
NOW, THEREFORE, BE IT RESOLVED, that Scot C. Sandstrom, as duly ele -ted Vice
President of this Corporation, hereby is authorized, empowered, and directed in the nor >e and on
behalf of the Corporation as the managing member or managing general partner of WP1, to take
all actions, and execute, deliver, file and record any and all instruments, agreements and
documents as may be required or as such officer m*y deem necessary, advisable or proper in
connection with H.O.A. Documents, C.C.&R-'s, Subdivision Agreements, Utility A| neeznents,
Condominium Plans, all Agency Applications relating to Development, Construction rontracts,
Purchase Orders, Consultant Agreements, Final Maps, Permits, and Engineering A ycements
relating to the Properties.
