HomeMy WebLinkAboutCT 99-14; The Regency; Tentative Map (CT) (36)September 17, 1999 TO: CITY MANAGER FROM: Principal Planner RE: HILTON RESIDENCE INN ON CARLSBAD BOULEVARD On September 16, 1999, the Mayor, Councilmember Hall and I met with Bill Canepa who is proposing a Hilton Residence Inn on Carlsbad Boulevard south of Poinsettia Lane. This site is designated as Planning Area 1 (tourist-serving commercial land uses) in the Poinsettia Properties Specific Plan. Mr. Canepa indicated that his purpose for meeting with the Council was to determine whether or not there would be support for a hotel at the proposed location. The Mayor and Councilrnember Hall both indicated that what the Council was looking for was a quality project with a strong pedestrian focus. Staff indicated that because this site is not in the Overlay Zone and requires only a Site Development Plan approval, that the Planning Commission would be the final decisionmaking body unless that decision was appealed. The Planning Commission would also be the final decisionmaking body for the Coastal Development Permit, unless appealed. Some time was spent discussing site design issues including: 1 . Providing a strong pedestrian element for the proposed restaurant at the northwest comer of the hotel; 2. Revising the architectural style to be more compatible with a Beach Cottage or Craftsman design; 3. Maintaining a maximum height of around 30' with up to 5 additional feet for architectural protrusions or an elevator shaft — should be kept to the minimum area; and, 4.
