SUBJECT: CT 99-17/ PUD 99-071 SUP 99-06 - CARLSBAD RESEARCH CENTER LOT 12
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your Tentative Tract Map, Planned Unit Development and Special
Use Permit, application nos. CT 99-171 PUD 99-071 SUP 99-06, as to its completeness for
processing.
The application is complete, as submitted. Although the initial processing of your
application may have already begun, the technical acceptance date is acknowledged by the
date of this communication. The City may, in the course of processing the application,
request that you clarify, amplify, correct, or otherwise, supplement the basic information
required for the application. In addition, you should also be aware that various design
issues may exist. Please see the attached list of items that need to be addressed. These
issues must be addressed before this application can be scheduled for a hearing. The
Planning Department will begin processing your application as of the date of this
communication.

ISSUES OF CONCERN
Planning:
1. Provide an elevation of the project as seen from El Camino Real.
2. Relocate the two carports along the eastern side of the project to the western side
of the drive isle. This is to move the carports further away from the El Camino Real
roadway.
3. Provide a cross section through El Camino Real and the eastern most buildings.
Show how the roof mounted mechanical equipment will be screened from view.
Also show landscape berming and landscaping to screen the parking area adjacent
to El Camino Real.
4. Side walks adjacent to.standard parking spaces which propose overhang should be
increased in width to have a five foot minimum width after vehicle overhang.
5. Provide more details for the interior landscape area for items such as the overhead
arch and label seating if provided.
6. Provide pedestrian walks to the pubic street at the La Place entrance and from main
pedestrian spine to Priestly Drive.
7. Show hardscape walkway of racetrack near La Place Court entrance. Site plan does
not quite conform to landscape plan.

Please correct or explain the scale used on the site and building elevations.
Please include project numbers on the site plan in the upper or lower right hand
corner.

Revise the site plans to eliminate the call-out to vacate the existing public sewer
easement. Based on our records there is an existing public sewer main traversing
the easement.
Revise the plans to identify the limits of the existing public sewer facility traversing
the site.
Revise the preliminary grading plans to depict the existing public sewer main located
along the south property line.
Revise the preliminary grading plans to designate the westerly storm drain as
“private” and “not to be maintained by the City”. There is no current easement
listed on the property which identifies this as a publicly maintained storm drain.
Since the storm drain will serve this development, specifically, the culvert should be
maintained by the owner(s) or association.
5. Revise the preliminary grading plans to identify the limits of the future right-of-way
line along El Camino Real.
6. Revise the preliminary grading plans to identify the ultimate centerline to right-of-
way width.
7. Revise the preliminary grading plans to incorporate methods to eliminate nuisance
drainage (from subsurface irrigation run-off) from being discharged to El Camino
Real. These methods shall be implemented along the project frontage of El,Camino
Real to Faraday as part of the project.
