Several times we have discussed the pulling of building permits, subsequent to Planning
Commission approval of a project, but prior to recording the final map. The issue being that if
for some unforseen reason the final map did not record the owner would have a project with
multiple buildings on one site which could not be sold off individually.
There has been concern, on the part of the Engineering Department, that some of the
conditions of the final map might not be met without the complete plans for the final map.
However, on these non-residential planned developments basically covering one existing lot
the grading and improvement plans, which are filed in association with the building permit
must satisfy the map requirements or can be made to satisfy the specific map requirements.
There should be no reason, that upon approval the grading and improvement plans and pad
certification, that the building permits can not be pulled. What cannot happen until the final
map Is recorded is that none of the units (buildings) can be sold individually.
Both of these projects have been through a lengthy approval process, and to delay the
building permits until the final map records creates a unrealistic hardship on the property
owners. If the City would like some kind of acknowledgement regarding the risk of building
without final map approval, I am sure the property owners would be willing to discuss that
issue.

have some more issues to discus* concerning Engineering's release for grading,
improvement and building permits what specific items need to be satisfied, please let me
