HomeMy WebLinkAboutCT 99-17; Carlsbad Research Center Lot 12; Tentative Map (CT) (30)Septembers, 1999 TO: VAN LYNCH, ASSOCIATE PLANNER FROM: Jeremy Riddle, John Powell & Associates SUBJECT: COMPLETENESS REVIEW AND INITIAL ISSUES STATEMENT CARLSBAD RESEARCH CENTER, LOT 12 MAP 10330 (CT 99-17, SUP 99-06, PUD 99-07) The Engineering Department has completed its review of the subject project for application completeness. The application and plans submitted for this project are incomplete and unsuitable for further engineering review due to the following missing or incomplete items: 1. Provide a Circulation Impact Analysis since over 500 ADT are proposed as part of the project. In addition, the Engineering Department made a preliminary review of the project for Engineering issues. Engineering issues, which need to be addressed by the applicant prior to conditioning of the project, are as follows: 1. Revise the site plans to eliminate the call-out to vacate the existing public sewer easement. Based on our records there is an existing public sewer main traversing the easement. 2. Revise the plans to identify the limits of the existing public sewer facility traversing the site. Identify the size and type of the existing sewer main. 3. Revise the preliminary grading plans to depict the existing public sewer main located along the south property line. 4. Include the following note on the preliminary grading plans and the landscape plans: Only shallow-root landscaping shall be installed within the existing public sewer easement. 5. Revise the submitted plans so that the proposed pavement and curbs are located outside the existing public sewer easement. 6. Revise the preliminary grading plans to depict a proposed public access easement to CMWD encompassing the westerly proposed driveway. 7. Revise the preliminary grading plans to designate the westerly storm drain as "private" and "not to be maintained by the city". There is no current easement listed on the property which identifies this as a publicly maintained storm drain. Since the storm drain will serve this development, specifically, the culvert should be maintained by the owner(s^or association. If it is desired that the City maintains this culvert,,.public drainage easements and vehicular access will be required as part of thes^development plans. 8. Revise the "preliminary grading plans to identify the limits of the future right-of-way line along El Camino Real. 9. Revise the preliminary grading plans to identify the ultimate centerline to right-of-way width. 10. Revise the preliminary grading plans to incorporate methods to eliminate nuisance drainage (from subsurface irrigation run-off) from being discharged to El Camino Real. These methods shall be implemented along the project frontage of El Camino Real to Faraday Avenue as part of the project.
