Dear Mike:
Please find attached the Mitigated Negative Declaration for the Carlsbad Research Center - Lot
12 project. Please have the developer sign the document agreeing to the mitigation measure and
return the document to me. At this time the mitigation measure involves a $10.00 impact fee for
each ADT generated by the project for the short term improvements to Palomar Airport Road
and El Camino Real intersection.
The one outstanding item to be resolved is the monument wall which faces El Camino Real. The
El Camino Real corridor guidelines allows free standing monument walls not to exceed five feet
in height, but the Specific Plan prohibits ground signs which would be visible along El Camino
Real. At this time I would like to have the reference to the monument sign deleted from the
plans. The project will be conditioned to have a sign program which will be reviewed and
approved by the Planning Director prior to occupancy of the first building. I will continue to
discuss the allowance or prohibition of the sign and hope to have resolution before the project
goes to Planing Commission.
As of January 19,2000, the Community Development Building will be moving to 1635 Faraday
Avenue, Carlsbad, CA 92008. My new phone number will be 760-602-4613, effective January
