Obstructions (trees, buildings etc) that would normally attenuate the signal are not taken into account. The exposure guidelines are based on thresholds for known adverse effects and they incorporate appropriate margin of safety. The federal health and safety agencies such as: the Environmental Protection Agency ("EPA"), the Food and Drug Administration ("FDA"), the National Institute on Occupational Safety and Health ("NIOSH") and the Occupational Safety and Health Administration ("OSHA") have also been actively involved in monitoring and investigating issues related to RF exposure. The FCC's MPE limits are based on exposure limits over a wide range of frequencies recommended by the NCRP and the exposure limits developed by the IEEE and adopted by the American National Standards Institute ("ANSI") to replace the 1982 ANSI guidelines. The limits for localized absorption are based on the recommendations of both the ANSI/IEEE and the NCRP. The potential hazard associated with the RF electromagnetic fields is discussed in OET Bulletin No. 56 "Questions and Answers about the Biological Effects and Potential Hazards of RF Electromagnetic Fields". Awareness training enhances a workers understanding to potential RF exposure situations. Awareness can be attained in different ways (e.g. videos, formal classroom lecture or internet based courses). Examples of access restrictions are: • Locked / Alarmed door or ladder or gate access • Restrictive Barrier with appropriate RF signage at antenna 7.4.1.4 RF signage: RF signs have an important role in appropriately alerting a worker before entering into a potential RF exposure area. All RF signs should be abided by at all times. 7.4.1.5 Active Antennas and Keeping proper distance: Always assume an antenna is transmitting. Never stand in front of an antenna. If you have to pass by an antenna, move through as promptly and safely as possible thus reducing any exposure to a minimum. But if you have to stand by an antenna, keep a least a distance of 3 feet clearance from the antenna. Software modeling was per- formed for all transmitting antennas located on the site. Telnet, Inc has further assumed a 100% duty cycle and maximum radiated power. The site has been modeled with these assumptions to show the maximum RF energy density. Telnet Inc believes this to be a worst case analysis, based on best available data. If at any time power density measurements were to be made. Telnet Inc believes the real time measurements would indicate levels below those shown in this report. By modeling in this way, we have conservatively shown exclusion areas (areas not to be entered without a personal RF monitor, carriers reducing power or performing real time measurements to show real time exposure levels). 7.5.2 Use of Generic Antennas For the purposes of this report, the use of 'Generic' as an antenna model, or 'Unknown' for a wireless carrier, means that the information about the carrier, their FCC license and/ or antenna information was not provided and could not be obtained while on site. In the event of unknown information. Telnet will use our industry specific knowledge of equipment, antenna models and transmit power to model the site. If more specific information can be obtained for the unknown measurement criteria, remodeling of the site is recommended. If no information is available regarding the transmitting sen/ice associated with an unidentified antenna, using the antenna manufac- turer's published data regarding the antenna's physical characteristics makes more conservative assumptions. We the residents are concerned by the addition of more antennas that will be added to an existing site on 7215 Cadencia Street (a single family dwelling unit in local Facilities Management Zone 6), located at the corner of Cadencia Street and La Costa Avenue. • We have reviewed the plan of the existing installation that included 6 antennas, • We have looked at the request of an addition 3 more antennas and a new GPS antenna. AND WE ARE OPPOSED TO THE REQUEST OF ADDITIONAL EQUIPMENT AND ANTENNAS BEING INSTALLED. We the property owners who live in the close proximity of the site have a strong position against this new addition. Our rejection of the new proposal is based on several compelling reasons why this location is inappropriate. The presentation of the documents does not give any details on the amount of RF in WATT energy transmitted by the installation, therefore there is no way to know the existing total of each unit and the total sum already transmitted from the site. How much is it going to be after the added new antennas? The flyer sent to the residents living on the blocks around the site is not giving any specifics about the equipment, no picture of the installation and details about the reason why this site should be at 7512 Cadencia Street. The residents are concerned by the addition ofthe traffic caused by the coming and going ofthe AT&T employees which use will create a business use in a residential area. Will AT&T network customers service be in any way impacted during maintenance of the cell site network connection? The financial loss to the surrounding property would be considerable. The impact on residents of the potential fire risk, given the location, is con- siderable. The site is in the middle of a block full of residential homes. The proposed location is situated in fire prone area, surrounded by pristine coastal sage scrub with a canyon of permanently preserved biological open space. The inherent fire risk of cell equipment, especially with such strong and elevated watts of power being drawn 24 hours a day, the neighborhood would be placed at risk. There is a significant risk of proliferation related to other vendors and more equipment [construction, traffic, added fire risk as electrical load increases, etc) being added once the initial application is approved. The sign of the proposed project to inform the public was not properly dis- played by the owner of the property. At first it was flat on the ground next to a drive way wall impossible for passersby to see. Then it was repeatedly put up by a neighbor only to be taken down again and again. Finally the sign This is a residential area and according to the city of Carlsbad's guidelines it is considered one the least preferable places to install cellular towers and/or antennas. There is no mention of an alternative site. It is mandatory for applicant to provide one. There are already more than 235 antennas within 4.o miles of Cadencia Street and all of them are located on a commercial site or at best at the Fire Department Station on Rancho Santa Fe Road; located up the hill from Cadencia street. The Fire Departement site has only A SINGLE ANTENNA. Among those commercial sites few are recipients of multiple antennas, most of them support only a single antenna. Would it not be more appropriate to use those existing sites to set up such a big commercial operation? The residence of 7512 Cadencia Street is the only private resident site within 10 miles. Not only is it the only one but it is a big commercial operation with a great number of cell equipment and multiple antennas. Such an extensive operation belongs in a commercial or business zone. There is a new commercial center opening at the corner of La Costa Avenue and Rancho Santa Fe Road that would be far more suitable for the installation of the equipment as it is further from any residences. The center is in a higher location and also more suited for such a big commercial operation. Did you consider the water tank on top of hill on the new Rancho Santa Fe Road. There is a complete lack of disclosure and non-publication ofthe equipment installed in the site which is misleading to new home buyer in the area. It is a well established fact that property values will decrease in homes close to a cell towers and antennas because of the public perception of a possible health impact. These being the legitimate concerns of the neighborhood, we urge the Carlsbad Planning Group and the County Department ofPlanning and Land Use to reject the proposed project at this location and instead direct the applicant to co-locate on the commercial center on top of the hill or in any of the other commercial sites lo- cated in the area. We vigorously argue to defend us, the residents, from the severe impact of this project. We care for our property values, personal safety and quality of life.
