An Extended Day program operates starting at 8:00am - 5:00pm and where 6-8 children may participate beyond the normal school day. Montessori Arts and Sciences School has operated in conformance to the required conditions of approval. The parking, landscaping, fire and safety requirements and playground are all well maintained. An amendment Is requested to allow 49 students for the benefit of the community and to utilize the facility for a greater good. To view the SUSMP, refer to the Engineering Standards (Volume 4, Chapter 2) at www.carisbadca.Qov/standards. Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of stonm water standards that must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to 'Standard Stormwater Requirements' or be subject to additional criteria called 'Priority Development Project Requirements'. Many aspects of project site design are dependent upon the stonn water standards applied to a project. Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has responsibility for making the final assessment after submission of the development application. If staff determines that the questionnaire was incorrectly filled out and is subject to more stringent storm water standards than initially assessed by you, this will result in the retum of the development application as incomplete. In this case, please make the changes to the questionnaire and resubmit to the City. If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the questions, please seek assistance from Land Development Engineering staff. Street construction traffic control devices were located on Highland Dr. south of the school but no construction activity was taking place. Signs were taken down during time of observation. Time: 2:34 PM to 3:15 PM 2:34 - 2:43 PM: No activity. Approximately 7 vehicles parked on-site. 2:43 - 2:50: 5 vehicles arrive, 0 leave. 2:51-3:00: 11 vehicles arrive, 19 vehicles leave the site. This was the time frame of peak activity. At no time did vehicles in the driveway queue to Highland Drive. In two instances, vehicles entering Highland Drive from the west-to-southbound left tum pocket on Carlsbad Village Drive queued three deep on Highland Drive while the lead vehicle waited to make a left turn into the school site. However, at no time did the vehicles encroach into the intersection or cause a delay for vehicles at the signalized intersection. 3:01 - 3:08: 3 vehicles arrive, 5 leave. 3:09 - 3:13: 2 vehicles leave 3:15: No more activity on-site. The standards used in this document represent model national standards. Crime Prevention through Environmental Design The proper design and effective use ofthe built environment can lead to a reduction in the fear and incidence of crime and an improvement in the quality of life. The proper design influences this by positively affecting human behavior. The design includes the physical environment, the planned behavior of people, the productive use of space and an effective crime/loss prevention program. Natural Surveillance 1. Place and design the physical features to maximize visibility. This will include building orientation, windows, entrances and exits, parking lots, walkways, landscape trees and shrubs, fences or walls, signage and any other physical obstruction. The ideal configuration for schools is buildings that are clustered to enhance surveillance and minimize views into the buildings. 2. Design lighting that provides for appropriate nighttime illumination of parking lots, walkways, entrances, exits and fields. 3. Analyze the observability from outside the school boundaries. What is the ability of exterior vegetation to screen covert activity? 4. Ensure natural surveillance to outside recreation areas to ensure safety. 5. Create natural surveillance from the main lobby to the main entrance. 6. Establish a control point in the main lobby reception area. 7. Administrative offices and student records should be separate from the main lobby reception area. 8. Ensure all offices have a secondary escape route. 9. Use door panels to maintain natural surveillance in and out of classrooms. Natural Access Control 1. Use sidewalks, pavement, lighting and landscaping to clearly guide the public to and from entrances and exits. 2. Use fences, walls or landscaping to prevent and or discourage public access to or from dark and or unmonitored areas. Provisions for territorial reinforcement 1. The school perimeter should be totally secured with limited access points that are controlled. 2. Vehicular access should be limited to intended users and each user group should have its own access (parents dropping off kids, buses, service deliveries) 3. students and staff should have picture identification cards 4. Establish uniform screening procedures to monitor visitors and potential campus intruders. 5. Ensure the administrative offices have a view of the main entry and that all offices have escape routes. 6. Establish a crisis response plan. Ughting 1. All types of exterior doors should be illuminated during the hours of darkness, with a minimum maintained one (1) foot-candle of light, measured within a five-foot radius on each side of the door at ground level. 2. Recessed areas of buildings or fences, which have a minimum depth of two feet, a minimum height of five feet, and do not exceed six (6) feet in width and are capable of human concealment, should be illuminated with a minimum maintained 0.25 foot-candles of light at ground level during the hours of darkness. This recommendation applies to defined recessed areas, which are within six feet ofthe edge of a designated walking surface with an unobstructed pathway to it, not hindered by walls or hedgerow landscaping a minimum of two (2) feet in height 3. All exterior pedestrian walkways, interior common corridors, and open parking lots should be illuminated with a minimum maintained one (1) foot-candle of light on the walking or driving surface during the hours of darkness. 4. Overhead light poles should not be placed in an area planted with shade trees or other canopy producing species. Only basic ground cover, including but not limited to hedges and shrubs, should be used. 5. The parking and drive surface lighting should have a rated average bulb life of not less than 10,000 hours. 6. Accessible luminaries should have vandal resistant light fixtures and be not less than three feet in height from ground level when used to illuminate walkways and a minimum of eight feet in height from ground level when illuminating surfaces associated with vehicles. Ught fixtures should be deemed accessible if mounted within fifteen feet vertically or six feet horizontally from any accessible surface or any adjoining roof, balcony, landing, stair tread, platform or similar structure. Landscaping 1. To provide greater visibility, demonstration of ownership (territorial reinforcement), an enhanced pedestrian environment, and a suitable buffer with the adjoining properties, the basic landscaping theme should consist of low ground cover with a maximum height of 1.5 feet and canopy trees with a minimum lower canopy of 8 feet. 2. Overhead light poles should not be placed in an area planted with shade trees or other canopy producing species. Only basic ground cover, including but not limited to hedges and shrubs, should be used. 3. Use security landscaping in areas to deter loitering or entrance where pedestrians are not wanted. Addressing 1. Numerals should be located where they are clearly visible from the street on which they are addressed. They should be of a color contrasting to the background to which they are affixed. Numerals should be no less than six inches in height, if located less than 100 feet from the centerline of the addressed street or 12 inches in height if placed further than 100 feet from the centerline ofthe addressed street. The numerals should be illuminated during the hours of darkness. Doors 1. Only use glass doors with fully tempered glass or rated burglary resistant glazing. Protect all exterior doors with security hardware, 2. Equip all doors with a latch cover constructed of steel. Ensure the latch cover is a minimum of .125 inch thick. Attach the latch cover to the outside by welding or with non-removable bolts spaced apart on not more than ten-inch centers. 3. A single or double door shall be equipped with a double cylinder deadbolt with a bolt projection exceeding one inch or a hook-shaped or expanding deadbolt that engages the strike sufficiently to prevent spreading. The deadbolt lock shall have a minimum of five-pin tumblers and a cylinder guard. Windows 1. Equip movable windows with security hardware and burglar resistant glazing. 2. Cover other vulnerable non-movable windows with burglar resistant glazing. Windows of commercial buildings are vulnerable to breakage during the hours of darkness when the business is non-operational especially windows within 40 inches of any door locking mechanism 3. Glaze should be constructed of either two part laminated glazing with a 0.60 inch inner layer or burglary resistant glazing Alarm Systems 1. When considering an alarm system, the police department recommends a "verified system" in an effort to eliminate false alarm activations, increase breach detection and aid apprehension. A verified system is verified through audio or visual components. Further, consider enhanced security on all technology related rooms. Access should be controlled, monitored and managed. My family of four children has been with this school since it was first approved for this site. It has been a pleasure to watch it grow with each passing year. Last year the enrollment of children reached its target and it became apparent that the traffic was becoming too much for Highland Drive. So Jan Taylor adjusted and staggered the pick-up and drop-off times out of consideration for the neighbors. The school has been especially considerate of the neighbor located directly across the street. When the school holds its annual rummage sale fundraiser, we notify that neighbor in advance and put large orange cones in front of her property to prevent customers from parking by her house. We know this is very important to this neighbor and have been respectful of that. If the school were to be approved for 49 children, Jan Taylor would continue to be considerate ofthe neighbors and not be a nuisance to the community. Please consider approving the request to enlarge the capacity of Montessori Arts and Sciences. It is a special alternative education for the children of North County. The Stagger plan for drop-off and pick-up is: Extended Day students arrive between 8:00am and 8:10. This is approximately one- third ofthe children. 8:40-8:50 Kindergarten- First and Second level students arrive. This number is approximately one third of the total students. 8:50-9:00 Third- Sixth level students arrive. This is approximately one third of the total students. 2:50-3:00- Kindergarten, First and Second level students depart.
