The subject property is The Fairfield Inn, located at 720 Macadamia Drive. along Interstate 5. There are two (2) existing buildings on the subject property. Building and Building "B". Nextel's proposed facility will he located on Building "B. The proposed facility will be in operation 24 hours per day, 7 days a week and will only require routine maintenance once every 4 t 6 weeks. This facility will consist of a maximum of three (3) sectors of antennas, each sector containing four (4) antennas, for a total of up to twelve (12) panel antennas. The antennas are divided into three (3) sectors that face Northeast, South and Northwest, respectively. All antenna sectors will be mounted behind new screening built to match the existing building, similar to the existing antennas on the subject building. Please see attached photo simulations for details. Nextel's radio equipment will be placed within a proposed enclosure designed to look like the building's equipment room extension. This proposed design will match the existing enclosure on the subject property's "A" building. Please refer to the attached plans for details of the proposed design. The proposed Nextel facility will be unstaffed, and will further enhance Nextel's wireless network. The development of this portion of the network will allow its customers seamless access to Nextel's nationwide network of services. About Nextel: Nextel is a nationwide wireless telecommunications carrier licensed by the Federal Communications Commission (F.C.C.) to provide mobile telephone, two-way radio, paging, data services, and wireless internet access for the public and private sectors of the community, including all emergency services to the community. Unlike other land uses, which can be spatially determined through the General Plan or other land use plans, the location of wireless telecommunications facilities are based on technical requirements which include service area, geographical elevations, alignment with neighboring sites and customer demand components. Placement within the urban geography is dependent on these requirements. Accordingly, wireless telecommunication facilities have been located adjacent to and within all major land use categories including residential, commercial, industrial, open space, etc. proving to be compatible in all locations. The proposed facility at the subject a 0 I z I *'V'A t location will be unstaffed, have no impact on circulation systems, and generate no noise, odor, smoke, or any other adverse impacts to adjacent land uses. The proposed facility will allow commuters and residents within the coverage area wireless access to the rapidly expanding communications infrastructure by providing improved voice and data transmission services. The installation of antenna sectors and transmission equipment will not result in any material changes to the character of the local community, as the antennas and equipment will be screened from view. This proposed wireless telecommunications facility will operate in fall compliance with all state and federal regulations including the Telecommunications Act of 1996. NRF Certification Form This form certifies that a Nextel Communications, inc. ("Nextel") engineer has evaluated a certain analog or digital mobile transmitter site and has determined that it complies with FCC Rule Section 1.1307 et. seq. and related OET Bulletin No. 65 governing radio-frequency ("RF") emissions. In particular, based on an engineering evaluation of the controlled areas of the site, the RF emissions are within the applicable Maximum Permissible Exposure ("MPE") limits. The original of this form should be kept with the market station files. A copy of the Form should be sent to Robert McNamara, Director of Regulatory Technology and Compliance, at the NSC. Site Number: CA7425-A Site Name: Wasteland Site Address: 720 Macadamia Drive City and State: Carlsbad, CA 92009 Site Compliance Procedure (Required) A. Step 2: A survey of the site was conducted before and after the Nextel equipment was constructed using RF power measurement meters. Step 3: A sketch of the building rooftop (or site area) was made and measurements were recorded on the sketch (see attached). Photos were also taken (see attached). B. Access to the RF controlled area is restricted in accordance with the Nextel RF Compliance and Safety Program, including, at a minimum, the posting of the Nextel RF hazard sign. rl In the case of an in-building system, check this box to certify that all distribution equipment is installed out of public reach. (Sections A & B above do not need to be completed if the system is an in-building system and the antennas are completely contained within the building structure).
