The Property: The subject property is located on the north side of Rutherford Road, between Farnsworth Court ant Geiger Court. The property is developed with a two-story golf ball factory and associated parking lot. The subject building is adjacent to other light industrial buildings on all sides. Objective: This cell site is a "capacity" site, primarily, and a "coverage" site secondarily. This location is ideally suited to provide the added capacity required by our ever-increasing customer base as well as to provide additional coverage in this part of Carlsbad and surrounding areas. Without this cell site in operation, customers may find that their calls are "blocked" (i.e., they are unable to place or receive calls in the area due to heavy cellular traffic). This cell site will also "fill-in" or strengthen areas of weak coverage which will prevent "dropped" calls in those areas that are not served well by one or more of our existing cell sites. ABOUT WIRELESS COMMUNICATIONS AND VERIZON WIRELESS: Background: As a licensee authorized by the Federal Communications Commission to provide wireless services in this region, Verizon Wireless must establish a network of wireless communication facilities in the metropolitan area and beyond. Each wireless communication facility, or base station, will consist of transmitting and receiving antennas mounted on a communication tower or other suitable structure and electronic equipment cabinets. It will also consist of radios for receiving and transmitting wireless communications and complex electronic equipment to operate the radios, interface with other wireless communication facilities, provide connections to the landline telephone network, and link the cell site with the main switching center. Selection of Base Stations: In order to meet the basic level of operational radio signal coverage, radio frequency (RF) engineers have designed a network of wireless communication facilities for the San Diego MTA. Specific sites are chosen after lengthy analysis by the applicant's engineers. Selection criteria include: limitations imposed by surrounding topography, the intended service area of the site, and the ability of the new site to "see" other sites in the network from its proposed location. Other selection factors include suitable access, availability of electrical and telephone service, and a willing property lessor. Where the necessary design criteria can be met, co-location with existing telecommunication facilities is a preferred option, and the antennas and equipment are screened or integrated with the building whenever possible. Only after careful analysis of many candidates and successful lease negotiations have been completed is a land use application such as this one submitted. The wireless communication facility is a passive use and will have no impact on other properties in the surrounding area. The facility is unmanned. After an initial construction period of 30 to 45 days, the only traffic generated will be for routine maintenance visits, typically once or twice a month. There are no activities that will produce airborne emissions, odor, vibration, heat, glare, or noxious and toxic materials. All equipment and materials needed to operate the site are located in the equipment shelter. The wireless communication facility does not require water or sanitary facilities and therefore will generate no waste water. ADDITIONAL INFORMATION I FINDINGS 1.. That the proposed use at the particular location is necessary or desirable to provide a service or facility, which will contribute to the general well being of the neighborhood or the community. The proposed project will be desirable to the public convenience and welfare by providing essential communication service in the area. The facility is proposed to be located on commercially zoned property and the proposed use is compatible with the existing uses of the subject property as well as the surrounding properties. Additionally, the subject property possesses unique characteristics (tall building on high ground) that make it an ideal location for the proposed facility, which allows the facility to meet its objectives. The equipment cabinets and microwave dishes will be located on the roof of the existing building and will not be visible from street level due to the existing parapet, building height, and setback from the parapet. Access to the site will require approximately one visit to the site per month. Therefore the proposed use will not interfere with any existing activities or conveniences of the general public and will provide a desirable service to the public without adding significant visual clutter. That such use will not, under the circumstances of the particular case, be detrimental to the health, safety or general welfare of persons residing or working in the vicinity, or injurious to property or improvements in the vicinity. These improvements will actually enhance the general health, safety and welfare within the City of Carlsbad by providing clear and reliable communications which can continue to function in the event that telephone (wire) service is interrupted during an emergency situation or natural disaster. The proposed installation consists mainly of panel antennas that will be fully screened from view. Installation will not create a negative visual impact and the construction of the facility will only be a minor alteration to the existing setting. It is a minor change to the property that is innocuous in nature and therefore will not encourage marginal development within the neighborhood. 3.. That the granting of this conditional use will not adversely affect the general plan of the city or the adopted plan of any governmental agency. The proposed facility is designed to be compatible and visually consistent with the suburban setting. It will not affect the commercial character of the area. The pole is proposed at the minimum functional height and there are no changes to existing parking or landscaping. Verizon Wireless is licensed by the Federal Communication Commission (FCC) to provide a wireless communications known as Cellular and Personal Communication Services (PCS). This report was generated in response to the request of Tetra Tech Wireless to provide an objective evaluation on Health and Safety for this particular site. As required by the FCC, all wireless system operators are required to perform an assessment on the potential human exposure to radiofrequency fields emanating from all transmitting antennas at the site. In addition, our task is to determine if the cell site proposed by Verizon Wireless complies to Federal Laws by applying the Maximum Permissible Exposure (MPE ) limits specified in the FCC's regulation. Verizon Wireless will be co-located with Verizon Microwave facility operating at this location. In the United States local and state jurisdictions have also enacted rules and regulations pertaining to human exposure to RF energy. However, the Telecommunications Act of 1996 contained provisions outlining the federal jurisdiction to regulate human exposure to RF emissions from certain transmitting devices.. In particular, Section 704 of the Act states that, "No State or local government or instrumentality thereof may regulate the placement, construction, and modification of personal wireless service facilities on the basis of the environmental effects of radio frequency emissions to the extent that such facilities comply with the Commission's regulations concerning such emissions." Moreover, the purpose of this report is to ensure that the RF environment associated with this facility complies with the Federal Communications Commission (FCC) guidelines as required by the Telecommunication Act of 1996, which is the same safety criteria used by the State of California Department of Health. . n • Site Data: The data below enumerates the specifications of the Proposed Verizon Wireless facilities at 2180 Rutherford Road, Carlsbad, CA 92008. This statement assumes zero mechanical downtilt is applied to the specified sector. If mechanical downtilt is applied, the maximum directivity of the energy will be normal to the plane of the antenna and is accounted for in the computation. Electrical downtilt will be accounted for within the antenna pattern specifications. The information on the vertical antenna discrimination has been taken from the antenna manufacturer's specification. Also, note that while distances are measured in feet, calculations include/consider the conversion of the units from feet to centimeters, as well as, watt to milliwatt to match and comply with FCC specification of power density and WE. Roof level computation was also considered since this is accessible to the general population. Computation was based on the near field cylindrical method which considers the propagation throughout the entire area of the roof. The energy level was calculated at various points near the antenna up to the edge of the roof. Since the antenna is located/attached at the side of the building, the RF energy emitted towards the rooftop is being partially blocked by the parapet of the building. FCC Policy on Human Exposure to Radio Frequency EMF The FCC is required by the Telecommunication Act of 1996 & National Environment Policy Act of 1969 to evaluate the effect of emission from FCC-regulated transmitter on the quality of the 40 exposureenvironment. At present time there is no federally-mandated radio frequency (RF) exposure standard. However, several non-government organizations, such as the American National Standard Institute (ANSI), the Institute of Electrical and Electronics Engineers, Inc. (IEEE), and the National Council on Radiation Protection and Measurements (NCRP) have issued recommendations for human exposure to RF electromagnetic fields. The potential hazard associated with RF electromagnetic fields is discussed in OET Bulletin No. 56, "Questions and answers about the Biological Effects and Potential Hazards of Radiofrequency Electromagnetic Fields". The commission adopted the NCRP's recommended Maximum Permissible Exposure limits for field strength and power density for the transmitters operating at frequencies of 300 KHz to 100 GHz. In addition, the Commission adopted the specific absorption rate (SAR) limits for devices operating within close proximity to the body as specified within the ANSI/IEEE C95.1-1992 guidelines. This process can produce molecular changes that can lead to damage in biological tissue, including effects on DNA, the genetic material. This process requires interaction with high levels of electromagnetic energy. Those types of electromagnetic radiation with enough energy to ionize biological material include X-radiation and gamma radiation. Therefore, x-rays and gamma rays are examples of ionizing radiation. (See attachments A&B for additional information) The energy level associated with RF and microwave radiation, on the other hand, are not great enough to cause the ionization of atoms and molecules and RF energy is, therefore, is a type of non-ionizing radiation. Other types of non-ionizing radiation include visible light, infrared radiation and other forms of electromagnetic radiation with relatively low frequencies. Often the term "radiation" is used to apply to ionizing radiation such as that associated with nuclear power plants. Ionizing radiation should not confuse with the lower-energy, non-ionizing, radiation with respect to possible biological effects, since the mechanisms of action are quite different. Radiofrequency emissions from antennas used for wireless transmissions such as cellular and PCS signals result in exposure levels on the ground that is typically thousands of times less than safety limits. These safety limits were adopted by the FCC based on the recommendations of expert organizations and endorsed by agencies of the Federal Government responsible for health and safety. Therefore, there is no reason to believe that such towers could constitute a potential health hazard to nearby residents or students. • Other antennas, such as those used for radio and television broadcast transmissions, use power levels that are generally higher than those used for cellular and PCS antennas. Therefore, in some I 02 0 Ii cases there could be a potential for higher levels of exposure on the ground. However, all broadcast stations are required to demonstrate compliance with FCC safety guidelines, and ambient exposures to nearby persons from such stations are typically well below FCC safety limits The FCC does not have the resources or the personnel to routinely monitor the emissions for all the thousands of transmitters that are subject to FCC jurisdiction. However, the FCC does have measurement instrumentation for evaluating RF levels in areas that may be accessible to the public or to workers. If there is evidence for potential non-compliance with FCC exposure guidelines for an FCC-regulated facility, staff from the FCC's Office of Engineering and Technology or the Enforcement Bureau can conduct and investigation, and, if appropriate, perform actual measurements. Remarks and Conclusions: Based on our analysis & computation, the maximum combined power density at this location is 0.00693 mW/cm2 (ground) and 0.01692 mW/cm2 (roof level) of the limit for general population. Therefore, the maximum permissible exposures for the general population on this site are equivalent to 0.40812 % (ground level) and 0.99617 % (roof level) of the recommended limit. The table below will give us individual maximum computed power density and MPE in the roof and ground level for each facility. Specifically, in all normally accessible area surrounding the facility, the maximum level of RF energy associated with simultaneous and continuous operation of all proposed transmitters is less than the percentage of the safety criteria adopted by the Federal Communications Commission as mandated by the Telecommunications Act of 1996 and exposure limit of ANSI, IEEE, NCRP, used by the State of California Department of Health and the limits used by all other states that regulate RF exposure. Accordingly, computation yields that Proposed Verizon Wireless cell site in this location is in compliance with the FCC regulations concerning the control of potential RF exposure. Glossary of Terms: 1. Radiofrequency Energy - radiowaves and microwaves are forms of electromagnetic • energy that are collectivity described by the term "radiofrequency" or "RF". RF emission and associated phenomena can be discussed in terms of "energy", "radiation" or "fields". 10 Radiation is defined as the propagation of energy through space in the forms of waves or particles. Electromagnetic "radiation" can be best described as waves of electric and magnetic energy moving together (i.e. radiating) through space. 2. Effective radiated power - the product of the power supplied to the antenna and its gain relative to a half-wave dipole in a given direction. 3. Equivalent Isotropically Radiated Power (EIRP) - the product of the power supplied to the antenna and the antenna gain in a given direction relative to an isotropic antenna 4. Electromagnetic Field (energy density) - the electromagnetic energy contained in an infinitesimal volume divided by that volume 5. Exposure - Exposure occurs whenever and wherever a person is subjected to electric, magnetic or electromagnetic fields other than those originating from physiological processes in the body and other natural phenomena. 6. Gain (of an antenna) - the ratio, usually expressed in decibels, of the power required at the input of a loss-free reference antenna to the power supplied to the input of the given antenna to produce, in a given direction, the same field strength or the same power density at the same distance. Gain may be referenced to an isotropic antenna (dBi) or half-wave dipole (dBd). 7.. General Population / uncontrolled exposure - applies to human exposure to RE fields when the general public is exposed or in which persons who are exposed as a consequence of their employment may not be made fully aware of the potential for exposure or cannot exercise control over their exposure. Therefore, members of the general public always fall under this category when exposure is not employment-related. 8. Maximum Permissible Exposure - the rms and peak electric and magnetic field strength, their squares, or the plane-wave equivalent power densities associated with these fields to which a person may be exposed without harmful effect and with an acceptable safety factor. 9. Occupational I controlled exposure - applies to human exposure to RE fields when persons are exposed as a consequence of their employment and in which those persons who are exposed have been made fully aware of the potential for exposure and can exercise control over their exposure. Occupational/controlled exposure limits also apply where exposure is of a transient nature as a result of incidental passage through a location where exposure levels may be above general population/controlled limits. 10. Power Density (S) - Power per unit area normal to the direction of propagation, usually expressed in units of watts per square meter (W/m 2) or, for convenience, units such as milliwatts per square centimeter (mW/cm) or microwatts per square centimeter (pW/cm). 11. Expert Wireless Solutions has performed an analysis utilizing the data provided to us and assumed the worst case scenario to determine the level of exposure to RF energy with respect to the FCC's allowable Maximum Permissible Exposure (MPE). Using the analytical techniques in determining the RF fields, the calculation yields that the maximum potential exposure to radio frequency emission is significantly below the FCC's recommended level of safety. Computations were based on a far-field and near field models.
