On January 7, 2004, AT&T Wireless received approval of Conditional Use Permit 03-06 for the
construction of an unmanned Wireless Communication Facility (WCF) located at 4901 EI Camino Real.
Said WCF, which has not been modified since its installation, consists of a faux palm tree of 35 ft. in
height with (6) panel antennas measuring 6'7" in height, and an equipment enclosure of 250 SF. Also
part of the original permit application was the installation of a number of live palms for site integration.
On June 17,2009 a ten-year extension was granted for the subject CUP, extending the permit to January
6, 2019. The AT&T facility has operated in compliance with existing permits and conditions and
maintains an integrated appearance. There have been no complaints regarding the facility of which we
are aware.
Since the time that the project was approved, the need has arisen for site technology updates. The
existing six antennas (2 per sector) are no longer adequate to provide for the kinds of services that AT&T
must provide. AT&T Wireless is upgrading its network throughout the region to "4G" broadband
standards. This technology enhancement will allow the site(s} to carry more traffic and will increase
data rates by a factor of 5 to 10. In order to implement this technology improvement, four (4) antennas
per sector are required. Therefore, AT&T proposes to add a total of six (6) antennas to the existing faux
palm tree, for a total of twelve (12) antennas.
Project Description
Currently AT&T operates with (6) panel antennas, measuring 6'7" in height each. Proposed is the
addition of (6) panel antennas measuring 6'4". This will provide the 4 antennas per sector that is
required for this broadband upgrade. Also proposed is related support equipment located behind the
panel antennas, as described on the project plans. The antennas would be painted to match the tree,
similar to the existing antennas. The project photosimulations provided with this application depict the
proposed project from the surrounding area.
Also proposed are two new equipment cabinets within the existing equipment enclosure. No expansion
to the equipment enclosure would be needed.
Justification
As noted above, the proposed project is part of AT&T's network-wide technology upgrade. The
proposed site modification will significantly enhance wireless communications within the City of
Carlsbad, including communications for personal, business and emergency purposes. Provided with this
application are RF coverage maps depicting the important coverage footprint that the site provides, and
showing the improved coverage footprint that would be achieved with the proposed site modification.

Conclusion
The proposed site modification would rely upon an existing "stealth" installation, and the addition of six
antennas would not adversely impact the visual attributes of the site. The AT&T facility is part of an
installation of three similar facilities, each of which has installed a number of live palms. These palms
have matured and have successfully created the desired palm grove effect, masking the appearance of a
multi-user telecommunications site. By providing enhanced communications services to the
surrounding community, the public health, safety and welfare would be materially enhanced, which is a
key finding for a use-permit.
