Include any details necessary to adequately explain the scope and/or operation of the proposed project. You may also include any background information and supporting statements regarding the reasons for, or appropriateness of, the application. Use an addendum sheet if necessary. Description/Explanation: The current trailer in the Parks Yard is 12' x 48' where it is used as an office for the lead maintenance workers. It is also used for staff to conduct their safety training (all the safety videos are stored in this trailer) classes and it has a restroom and shower for staff. This trailer is 30 years old and in poor condition. The roof leaks and water seeps through the wall when it rains, which could cause potential water damages to computers and AV equipment inside. In fact, the division already had to replace one computer because of water damages. The trailer is rusting and the paint inside is bubbling due to the weather elements. A new trailer is needed to improve working conditions and avoid unnecessary damages to equipment. The proposed project will require the removal of the existing trailer and replacing it with a new trailer that is 24' x 60'. The slightly larger trailer will allow the division to install up to eight cubicles for office space for lead and general maintenance workers. The current trailer has enough office space for the lead workers only. The new trailer will have two restrooms and each restroom will have a shower. Showers are required because of staff's exposure to pesticides and chemicals. A training room will also be available in the trailer. Utilities are already available, (e.g. water, sewer, electric, telephone) for connection and the proposed project will not require any changes and/or modifications to the existing property. Funding for purchasing and installing the new trailer has been approved in the Fiscal-Year 2003-04 Budget. The existing 8' x 20' trailer may have to be removed and disposed of to accommodate the new trailer. This trailer is over 20 years old and in poor condition as well (e.g. roof leaks). The trailer is currently serving as a temporary off-site office space for the Aquatic Supervisor. The supervisor indicated he could use the new trailer as an off-site office space. In addition, the wood deck behind the Parks office is approximately 400 square feet and needs to be removed to accommodate the new trailer. The wood is rotted and needs to be replaced. This checklist identifies any physical, biological and human factors that might be impacted by the proposed project and provides the City with information to use as the basis for deciding whether to prepare an Environmental Impact Report (EIR), Negative Declaration, or to rely on a previously approved EIR or Negative Declaration. • A brief explanation is required for all answers except "No Impact" answers that are adequately supported by an information source cited in the parentheses following each question. A "No Impact" answer is adequately supported if the referenced information sources show that the impact simply does not apply to projects like the one involved. For effects that are "Less Than Significant with Mitigation Incorporated," describe the mitigation measures, which were incorporated or refmed from the earlier document and the extent to which they address site-specific conditions for the project. 13 Rev. 07/26/02 DISCUSSION OF ENVIRONMENTAL EVALUATION Am QUALITY—Would the project: a) Conflict with or obstruct implementation of the applicable air quality plan? No Impact. The project site is located in the San Diego Air Basin which is a federal and state non-attainment area for ozone (O3), and a state non-attainment area for particulate matter less than or equal to 10 microns in diameter (PMio). The periodic violations of national Ambient Air Quality Standards (AAQS) in the San Diego Air Basin (SDAB), particularly for ozone in inland foothill areas, requfres that a plan be developed outlining the pollution confrols that will be undertaken to improve afr quality. In San Diego County, this attainment planning process is eiribodied in the Regional Air Quality Sfrategies (RAQS) developed jointly by the Afr Pollution Confrol District (APCD) and the San Diego Association of Govemments (SANDAG). A plan to meet the federal standard for ozone was developed in 1994 during the process of updating the 1991 state- mandated plan. This local plan was combined with plans from all other Califomia non-attainment areas having serious ozone problems and used to create the Califomia State Implementation Plan (SIP). The SIP was adopted by the Afr Resources Board (ARB) after public hearings on November 9th through 10th in 1994, and was forwarded to the Envfronmental Protection Agency (EPA) for approval. After considerable analysis and debate, particularly regarding afrsheds with the worst smog problems, EPA approved the SIP in mid-1996. The proposed project relates to the SIP and/or RAQS through the land use and growth assumptions that are incorporated into the afr quality planning document. These growth assumptions are based on each city's and the County's general plan. If a proposed project is consistent with its apphcable General Plan, then the project presumably has been anticipated with the regional air quality planning process. Such consistency would ensure that the project would not have an adverse regional air quality impact. Section 15125(B) of the State of California Environment Quality Act (CEQA) Guidelines contains specific reference to the need to evaluate any inconsistencies between the proposed project and the applicable afr quality management plan. Transportation Confrol Measures (TCMs) are part of the RAQS. The RAQS and TCM plan set forth the steps needed to accomplish attainment of state and federal ambient afr quality standards. The Califomia Afr Resources Board provides criteria for determining whether a project conforms with the RAQS which include the following: • Is a regional afr quality plan being implemented in the project area? • Is the project consistent with the growth assumptions in the regional afr quality plan? The project area is located in the San Diego Air Basin, and as such, is located in an area where a RAQS is being implemented. The project is consistent with the growth assumptions of the City's General Plan and the RAQS. Therefore, the project is consistent with the regional air quality plan and will in no way conflict or obstmct implementation of the regional plan. b) Violate any air quality standard or contribute substantially to an existing or projected air quality violation? Less Than Significant Impact. The closest afr quality monitoring station to the project site is in the City of Oceanside. Data available for this monitoring site through April, 2002 indicate that the most recent afr quality violations recorded were for the state one hour standard for ozone (one day in both 2000 and 2001) and one day in 2001 for the federal 8-hour average for ozone and one day for the 24-hoiir state standard for suspended particulates in 1996. No violations of any other air quality standards have been recorded recently. If there is grading associated with the project, the project would involve minimal short-term emissions associated with grading and constmction. Such emissions would be minimized through standard consfruction measures such as the use of properly tuned equipment and watering the site for dust confrol. Long-term emissions associated with fravel to and from the project will be minimal. Although air pollutant emissions would be associated with the project, they would neither result in the violation of any afr quality standard (comprising only an incremental contribution to overall afr basin quality readings), nor contribute substantially to an existing or projected air quality violation. Any impact is assessed as less than significant. c) Result in a cumulatively considerable net increase of any criteria poUutant for which the project region is non-attainment under an applicable federal or state ambient air quality standard? 14 Rev. 07/26/02 Less Than Significant Impact. The Air Basin is cunently in a non-attainment zone for ozone and suspended fine particulates. The proposed project would represent a confribution to a cumulatively considerable potential net increase in emissions throughout the air basin. As described above, however, emissions associated with the proposed project would be minimal. Given the limited emissions potentially associated with the proposed project, afr quality would be essentially the same whether or not the proposed project is implemented. According to the CEQA Guidelines Section 15130 (a)(4), the proposed project's confribution to the cumulative impact is considered de minimus. Any impact is assessed as less than significant. II. INTRODUCTION The proposal involves the replacement of an existing 576 square foot modular building with a 1,440 square foot modular building within the Parks Department maintenance yard, located west of City Hall. The proposed modular building can be installed without the removal of any parking or vehicular circulation areas and a minimum of site work. A Conditional Use Permit is needed for the placement of a public building and a Site Development Plan is required for development in the Qualified Development Overlay zone on the property. The proposal meets all applicable regulations and staff has no issues with the project. III. PROJECT DESCRIPTION AND BACKGROUND The Public Works - Parks Department is requesting approval of a Conditional Use Permit and Site Development Plan to allow the replacement of an existing modular building with a new modular building at their maintenance yard site. The property is located at the northwest comer of Carlsbad Village Drive and Pio Pico Drive and currently contains a small Parks office building, a workshop^reak room building, a storage building, two existing modular buildings used for office and storage, and associated staff and visitor parldng, storage yard and landscaping. The site is used for Parks Department maintenance staff, equipment, and vehicles. The subject property is designated Govemmental Facilities (G) in the City's General Plan Land Use Element and is zoned Residential-Professional with a Qualified Development Overlay (R-P- Q). To the west of the site is Interstate 5. North of the project site is additional storage area for the Parks Department and east of the site is the Carlsbad City Hall. To the south of the site is a gasoline station. CUP 03-31/SDP 03-2 Febraary 4, 2004 Page 2 PARKS MAINTENANCE BUILDEJII According to the Parks Department staff, the existing 12 foot by 48-foot modular building that currently houses the office space, restrooms and showers for the Parks Department maintenance staff is in a state of disrepair and needs replacement. The proposed modular building would measure 24 feet by 60 feet and would contain desk space for Parks Department maintenance employees, a plan room for the storage and review of constraction documents, and restrooms with showers. As shown on Exhibit "A," dated Febraary 4, 2004, the modular building would be located in the westem portion of the site, away firom the Carlsbad Village Drive and Pio Pico Drive firontages. The placement of the new stracture would necessitate the removal of the two existing modular buildings and some decking. The new modular building would be accessed by a ramp and stairs and would meet all State accessibility requirements. As shown on Exhibit "B," dated Febraary 4, 2004, the modular building would measure approximately 14 feet in height and would include skirting to shield the steel framing and utility connections from view. While the total amount of office space is increasing, the expansion is purely to serve the existing staff and no new staffing is proposed. Therefore no increase in traffic generation or parking demand would occur. Since the project involves the replacement of an existing modular building, all public facilities, such as water, sewer, and electricity, are already available on the site. The Parks Maintenance Building project is subject to the following regulations: A. General Plan; B. Residential Professional (R-P) Zone (Chapter 21.18 of the Zoning Ordinance); C. Qualified Development Overlay Zone (Chapter 21.06 of the Zoning Ordinance); D. Conditional Use Ordinance (Chapter 21.42 of the Zoning Ordinance); E. Growth Management Ordinance; and F. Zone 1 Local Facilities Management Plan. IV. ANALYSIS The recommendation for approval of this project was developed by analyzing the project's consistency with the applicable policies and regulations listed above. The following analysis section discusses compliance with each of these regulations/polices utilizing both text and tables. A. General Plan The Parks Maintenance Building project is consistent with the applicable policies and programs of the General Plan. Particularly relevant to the office expansion project are the Land Use and Public Safety Elements. Table 1 below indicates how the project complies with these particular elements of the General Plan. Section C below discusses the project's compliance with the provisions of the Conditional Use Ordinance. With regard to development standards. Table 2 below describes the project's conformance with the provisions of the Residential Professional zone. Qualiiied Development Overlay Zone The Parks Department site has a Qualified Development Overlay (Q) zoning designation and is therefore subject to the provisions of Chapter 21.06 of the Zoning Ordinance. The intent of the Q Overlay is to supplement the underlying zoning and provide a regulatoiy mechanism for the Planning Commission and/or City Council to impose special conditions or requirements on the proposed development in order to improve compatibility with its site and surroundings. This mechanism takes the form of a Site Development Plan. The four findings required for a Site Development Plan are the same as those required for a Conditional Use Permit. Since the Parks Maintenance Building project is a conditional use in the Residential Professional zone and both a Conditional Use Permit and Site Development Plan are being requested, the analysis of consistency with the Conditional Use Ordinance can serve as the analysis of consistency with the Q Overlay zone. This analysis is contained in Section D below. D. Conditional Use Ordinance According to Section 21.42.010(2)(I), pubhc buildings are allowed in all zones except Community Facilities (C-F) and Limited Control (L-C) with approval of a Conditional Use Permit. Foiu" findings must be made in order to approve a Conditional Use Permit. These findings, elaborated in Plaiming Commission Resolution No. 5559 attached, deal mostly with the project's consistency with the General Plan, desirability for the commimity, and compatibility with its site and surroundings. The proposed modular building replacement is desirable for the community in that the existing modular building is in disrepair and reduces the ability to provide maintenance fiinctions to the City parks and selected roadway medians and parkways. The proposed modular building would be placed on the westem side of the property, away fi-om Carlsbad Village Drive and Pio Pico Drive and, as discussed above, the project site is completely surroimded by roadways. Since no new uses would be included in the proposed modular building, the existing compatibility of the Parks maintenance operations with the surroundings would continue. All proposed improvements can fit within the existing site without the need for significant improvements or modifications and the proposed modular building would meet all applicable development standards. Given the intemal location of the proposed modular building, no additional • landscaping or walls are needed to screen the site visually or adjust the use to its surroundings. Given the above, the Parks Maintenance Building is consistent with the provisions of the Conditional Use Ordinance. E. Growth Management Ordinance The Parks Maintenance Building project is a non-residential project, therefore many of the Growth Management performance standards do not apply. Table 3 details the project's compliance with those applicable standards. F. Zone 1 Local Facilities Management Plan The Parks Department site is located within Local Facilities Management Plan (LFMP) Zone 1. No special development requirements, such as roadway constraction or other infi-astracture requirements, apply to this modular building replacement. The LFMP does require that all facilities and services necessary to serve the proposal be in place concurrent with, or prior to, need. Since the site is already developed and the proposal represents a minor expansion to the overall development, all services and facilities needed to serve the site and uses are already in place. Therefore, the proposed project is consistent with the Zone 1 LFMP. V. ENVIRONMENTAL REVIEW The proposed project involves the removal of a 576 square foot modular building and the installation of a 1,440 square foot modular building.
