Please describe fully the proposed project by application type. Include any details necessary to adequately explain the
scope and/or operation of the proposed project You may also include any background information and supporting
statements regarding the reasons for, or appropriateness of, the application. Use an addendum sheet if necessary.
Description/Explanation:
The proposed project is a conditional use permit to allow a change of occupancy type for a single suite,
within a multi-tenant campus property located at 2310 Camino Vida Roble in Carlsbad:
Currently the occupancy is "B". The proposed project would require an "A" to allow assembly.
The property has two existing 42,000+/-square foot, single story office/warehouse buildings currently
occupied by three separate technology companies. Building 2310 is occupied by Rockwell Collins (11,583
sf) and Cisco systems (13,206 sf). Building 2320 is occupied by Luxtera Inc (42,294 sf).
The change of occupancy in Suite 103 would allow North Coast Church the opportunity to relocate their
current facility for the families in Carlsbad. North Coast Church-Carlsbad currently meets on Sunday
evenings at Coastline Community Church. This site does not allow them to meet on Sunday mornings,
and limits mid-week use.
North Coast Church is a multi-site church with services in Fallbrook, Vista, Oceanside, and Carlsbad and
has been looking for over 18 months for a more desirable site.
The available suite at 2310 Camino Vida Roble in Carlsbad is perfect in its location, size, and adequate
parking it provides. It is a perfect location in that the church's primary use on the weekends is very
compatible with the neighboring tenants with their weekday needs.
• There is no retail usage that would conflict with the church's weekend programs.
• On the weekends (Saturday & Sunday) the church plans to provide adult worship and Bible
study groups for youth.
• The weekday activities would be minimal:
o One morning per week would have a mothers support group and a women's Bible study
class.
o On weekday evenings the plan would include two nights of youth Bible study (Jr. High
and High School).
• There also would be 3·4 offices for pastors.
North Coast Church already has 200 families in the Carlsbad area. This church facility would provide
services for these families as well as offer enrichment studies, seminars, and programs to help the youth
and adults in Carlsbad.

• Disturbed area is located along or within 30 feet of a storm drain inle~ an open drainage channel or watercourse, and/or
• Construction will be initiated during the rainy seasoo or will extend into the rainy season (Oct. 1 through April30).
Tier 3 • Significant Threat Assessment Criteria

STORM WATER STANDARDS QUESTIONNAIRE
I INSTRUCTIONS:
This questionnaire must be completed by the applicant in advance of submitting for a development application
(subdivision and land use planning approvals and construction permits). The results of the questionnaire determine
the level of storm water pollution prevention standards applied to a proposed development or redevelopment
project. Many aspects of project site design are dependent upon the storm water pollution protection standards
applied to a project.
Applicant responses to the questionnaire represent an initial assessment of the proposed project conditions and
impacts. City staff has responsibility for making the final assessment after submission of the development
application. A staff determination that the development application is subject to more stringent storm water
standards, than initially assessed by the applicant, will result in the return of the development application as
incomplete.
If applicants are unsure about the meaning of a question or need help in determining how to respond to one or
more of the questions, they are advised to seek assistance from Engineering Department Development Services
staff.
A separate completed and signed questionnaire must be submitted for each new development application
submission. Only one completed and signed questionnaire is required when muttiple development applications for
the same project are submitted concurrently. In addition to this questionnaire, applicants for construction permits
must also complete, sign and submit a Construction Activity Storm Water Standards Questionnaire.
To address pollutants that may be generated from new development, the City requires that new development and
significant redevelopment priority projects incorporate Permanent Storm Water Best Management Practices
(BMPs) into the project design, which are described in Chapter 2 of the City's Storm Water Standards Manual This
questionnaire should be used to categorize new development and significant redevelopment projects as priority or
non-priority, to determine what level of storm water standards are required or if the project is exempt.

Definition:
Significant redevelopment is defined as the creation, addition or replacement of at least 5, 000 square feet of
impervious surface on an already existing developed site.
Significant redevelopment includes, but is not limited to: the expansion of a building footprint; addition to or
replacement of a structure; structural development including an increase in gross floor area and/or exterior
construction remodeling; replacement of an impervious surface that is not part of a routine maintenance activity;
and land disturbing activities related with structural or impervious surfaces. Replacement of impervious surfaces
includes any activity that is not part of a routine maintenance activity where impervious material(s) are removed,
exposing underlying soil during construction.
Note: If the Significant Redevelopment results in an increase of less than fifty percent of the impervious surfaces of
a previously existing development, and the existing development was not subject to SUSMP requirements, the
numeric sizing criteria discussed in Table 3 of 2.3.3.4 applies only to the addition, and not to the entire
development.

This early public notice is to let you know that a development application for a
Conditional Use Permit to allow for a church assembly within an existing single-story
office/warehouse building project within your neighborhood has been submitted to the
City of Carlsbad on May 14, 2009. The project application is undergoing its initial
review by the City.
LOCATION: 2310 Camino Vida Roble. The project is generally located north of
Camino Vida Roble within an existing 42,000 square foot, single-story office/warehouse
building.
PROJECT DESCRIPTION: The project is for a Conditional Use Permit to allow a
change of occupancy type for a single suite, within a multi-tenant campus. The change
in occupancy will allow for public assembly with office rooms, a reception desk and
multi-purpose rooms.
Please keep in mind that this is an early public notice and that the project design could
change as a result of further staff and public review. A future public hearing notice will
be mailed to you when this project is scheduled for public hearing before the Planning
Commission.

The Engineering Department has completed its review of the project. The Engineering
Department is recommending that the project be approved, subject to the following conditions:
Engineering Conditions
NOTE: Unless specifically stated in the condition, all of the following conditions, upon
the approval of this proposed development, must be met prior to approval of a building permit.
General
I. This project is approved upon the express condition that building permits will not be issued for
the development of the subject property, unless the District Engineer has determined that
adequate water and sewer facilities are available at the time of permit issuance.
2. Developer shall install sight distance corridors at all street intersections and driveways in
accordance with City Engineering Standards.
3. Developer shall comply with the City's Stormwater Regulations, latest version, and shall
implement best management practices at all times. Best management practices include
but are not limited to pollution treatment practices or devices, erosion control to prevent
silt runoff during construction, general housekeeping practices, pollution prevention and
educational practices, maintenance procedures, and other management practices or
devices to prevent or reduce the discharge of pollutants to storm water, receiving water or
stormwater conveyance system to the maximum extent practicable. Developer shall
notify prospective owners and tenants of the above requirements.
4. Developer shall complete and submit to the City Engineer a Project Threat Assessment
Form (PTAF) pursuant to City Engineering Standards. Concurrent with the PTAF,

completed PTAF all to the satisfaction of the City Engineer.

Engineering Department staff has completed a review of the above-referenced project
for completeness and engineering issues of concern. All items needed for engineering
review are provided for determining the application as complete. Engineering issues
which need to be resolved or adequately addressed prior to staff making a
determination on the proposed project are as follows:
1. Similar to the parking data, provide a table for vehicle trip generations. List the
weekday and weekend average daily trips and peak hour trips generated by the
church and each existing use.
2. Be aware that all traffic and sewer fees, if applicable, will be charged based on
Section 18.42 and Section 13.10 of the City of Carlsbad Municipal Code. The
rates established by these codes may be different than rates derived from other
regulatory documents, such as SANDAG's Brief Guide of Vehicular Traffic
Generation Rates for the San Diego Region.

ISSUES OF CONCERN

The Airport Land Use Commission (ALUC) established an Airport Influence Area for each
airport in the region, including the McClellan-Palomar Airport located on the northwest corner of
Palomar Airport Road and El Camino Real. The project site is located within the Airport
Influence Area (AlA), and within the Flight Activity Zone (FAZ) (see the attached McClellan-
Palomar Flight Activity Zone Exhibit).
The Airport Land Use Compatibility Plan (ALUCP) for McClellan-Palomar Airport Carlsbad, CA
(Page 13-14) states that:
The Flight Activity Zone overlays private properties. It identifies land areas which should
be held free of intensive development, including high rise development and all uses
which involve the assembly of large groups of people (more than one hundred (1 00\l.
This zone should be used as a guide in consideration of any proposed increase in
density or high rise development. It also should be used in review of assembly-type
uses, which usually require a conditional use permit from the land use agency. The City
of Carlsbad should find such uses to be inappropriate in the FAZ by finding them
to be incompatible with this ALUCP.
Due to the proposed assembly of more than 100 people on this site, the proposed use is
considered to be incompatible with the Airport Land Use Compatibility Plan (ALUCP) for
McClellan-Palomar Airport as stated above.

Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department has

issues of concern to staff. When all required materials are submitted the City has 30 days to make a
determination of completeness. If the application is determined to be complete, processing for a
decision on the application will be initiated. In addition, please note that you have six months from the

required information. Failure to resubmit the application or to submit the materials necessary to
determine your application complete shall be deemed to constitute withdrawal of the application. If an
