As noted by the Security Officer, the wireTe'Sg-teTe'cdri'rrrItmications tower itself does not appear to he a dra\-\' for negative activity, but the open space associated with the reservoir is the attraction for negative activity. Based on the existing security improvements .. md the City's Security Officcr's comments, the following is the Security Plan for the Verizon Wireless antenna facility to minimize potential security issues. SECllRITY MEASllRES 1) Existing Pine Tree: The existing pine tree on the eastern edge of the existing lease area was considered to be necessary under that approval of CUP 09-04 serving as visual screening and noise attenuation for the adjacent neighbors. The City's Security Officer felt that the existing pine tree might potentially provide a way to scale the security fencing, however, the use of the tree as an access point into the facility's lease area is prohibited by existing barbed wire and coiled razor wire on top of the chain link security fencing at the site. Under this Security Plan, Verizon Wireless will retain the tree for visual screening and noise attenuation purposes since access is limited by the installation of the existing barbed wire and coiled razor wire on top of the chain link security fencing at the site, as shown in the attached Photo 1. 2) Security Lighting: The Security Officer thought that night lighting for surveillance would keep trespassers at a distance. There is an existing security light that is activated after dark on the north side of the equipment shelter by the entry door that does provide night lighting for the ground area as shown in the attached Photo 2. The provision of additional night lighting potentially could disturb the adjacent neighbors. Because of the existing night lighting and the potential to disturb adjacent homes. Verizon Wireless does not propose any additional night lighting to be added to the site. 3) Security Fencing: The entire perimeter of the ground lease area for the wireless antenna facility is protected by an existing chain link fence, topped by strands of barbed wire and coiled razor wire as shown in the attached Photo 3. 4) Ladder Guard: To prevent access up the existing service ladder on the tower, a ladder guard was installed on the service ladder as shown in the attached Photo 4. 5) Security Plants on Lease Area Perimeter: The Security Officer thought that security plants around the fence line would keep trespassers at a distance. As required by CUP 09- 04, additional plants were planted last year around the entire perimeter of the lease area for visual screening and noise attenuation as shown in the attached Photo 5 (also shown 2 f , in Photo 3). Verizon Wireless does not propose to install additional plants because of the presence of existing plants. 6) Police Department Contact Signage: The City's Security Officer recommended that the existing City of Carlsbad sign on the gate providing access to the reservoir property should have the 24-hour Police Department dispatch number added. In this way, persons passing by can alert the Police Department in case they see any unauthorized entry of suspicious activity. Verizon Wireless will add a sign approximately the size of the existing Water District contact phone number sign with the 24-hour Police Department dispatch number (760-931-2197) to the property's entry gate shown in the attached Photo 6 under this security plan. The wording of the sign shall read "In Case of Emergency, Contact the Carlsbad Police Department at (760) 931-2197". COMPLIANCE With the addition of the Police Department contact phone number sign to the property's entry gate, the Verizon Wireless Security Plan will be in compliance with the Conditions of Approval of CUP 09-04 and the City of Carlsbad's Security Officer's recommendations. 3 , Photo 1: Existing pine tree with barbed wire and coiled razor wire on fencing.
