See attached "Project Description & Information" p4m PaViitfi Project l(|||^cription The following Is a brief summary of Chabad at La Costa Facility. This facility possesses unique differences as an Orthodox Jewish Synagogue, Oppose to otherJewish facilities and normal churches. Our facility is unusual and requires different standards from regular facilities. Proposed Bulding Replacement - The Chabad at La Costa is proposing to replace the existing modular building with a quality high end modular building that has been constructed to the high quality standards of public instututional modular standards. The buildings were purchased from UCSD San Diego and will be installed on a pit set permanent foundation system and detailed to a quality indicated in this application with quality detailing and exterior applications. The building will have the high quality look of other building in the area. Once completed you will not be able to detect that this was a modular building. People Served/Transportation Situation - We have a varied crowd, which on our busiest day, Saturday, fluctuates between 30-45 people on the average. We are an Orthodox Jewish Center and our policy requires people to not drive to our center on the week of Jewish Sabbath, but to walk. Many of our members walk religiously to our services, and therefore it is a rarity that we should have more than half a dozen cars in our lot at any one time. On Jewish Holidays, when they fall on the weekend, the parking situation is comparable to that of the Sabbath, and when the holidays fall on a weekday, fewer people will typically attend. On Sundays we have 12-15 children attending our Sunday school. Their parents drop them off and then pick them up. Past Parking History - Chabad at La Costa has existed in our current facility since mid-1991. During those years we have managed with our current parking lot ~ which currently contains ten demarcated parking spots that have remained here since '91. We forever maintain our policy of being good neighbors to those who need to use the driveway shared by La Costa Resort and Spa, Leucadia Water District, and ourselves. We respectfully keep the driveway clear so as to allow easy access, and apart from a few minor inadvertently blocked driveway incidents (each of these cases remedied in less than five minutes at the very most), we have never had any other trouble keeping it clear. In all our years here, we have never received any complaints from our neighbors. Proposed Parking Changes - We have increased parking, keeping the original ten spaces and added a handicap van space, along with additional valet parking. The valet parking allows for unusual circumstances that may require some additional spaces, and consists of six regular spaces and six compact spaces. These supplementary spaces meet all required standards, and will not interfere with any kind of truck making deliverers or providing other services that occasionally come through, as researched by the civil engineer. The combined parking will total twenty-four spaces after construction. Grow/th Expectations - We are hoping for and expecting modest growth with out new facility. We do not anticipate anything dramatic or radical in this regard. At this time we cannot imagine that we would average more than sixty members typically attending. Current Uses - The primary use of our facility is the Rabbi's office for counseling sessions and writing projects, the small sanctuary (for prayers, and services), a study for week-night adult education classes, and Sunday school for children. We also have a small kitchen for after-service socials Future Projected Uses - We have no plans to change the above described uses whatsoever. We would like to take this opportunity to discuss at length the unique features, concems and design considerations for this project. When we carefully examined the projected client uses and features being considered in the design, we immediately felt like this fell in between some of the standard codes and requirements for a project. My civil engineer Michael Pasko, Conway & Associates and I called and ask a meeting arranged by Don Neu, Planning Director with two of his senior project planners and a senior civil engineer from the engineering department. We had a meeting with them to see how to interpolate the standards since this particular project is unique. We met with the staffbefore we even started working out an initial design for the time. As we developed the final design for the project, we came back to them for their review and input before going ftirther. At that time they were pleased with what we had done and volunteered for us to bypass the Design Review Process and go for filing a Conditional Use Pennit with the design that we had. The project has worked out well and has been well received and will provide our client with what they need to successfully enjoy the building for many years to come and feel proud of its contribution to the area and to the city as a whole. We have enclosed a discussion of the unusual characteristics, exceptions and how Chabad at La Costa will use the building so that we can get your support for this setback exception. Richardson Project Director Unique & Unusual Characteristics When the original Modular building was installed, it was part of the County of San Diego jurisdiction and not yet a part of the City of Carlsbad. TTie project was part of the shopping center project and our site was later developed into its own legal lot #8. The lot came with a "Line of Site" restriction from the development of the new intersection and traffic light. It has greatly restricted the lower south west portion of the lot. When the developer established the property line around the back of the property and the existing structure, they did not allow for any fiiture setbacks and greatly reduced the developable area of the site as well. Since it is a slope, the property line could have had been located further down the slope allowing better development of the site. The parking lot is a joint use area by easement that serves the La Costa Resort & Spa and the Leucadia Wastewater District, as well as Chabad at La Costa. The driveway has also greatly restricted the ability of Chabad at La Costa from siting a decent sized building or from locating much parking within it as well. Our new design greatly improves the safety of the left hand tum into the access road from La Costa Avenue to Leucadia Wastewater District and La Costa Spa & Resort service road for the larger trucks now being used occasionally for filming the tournaments at the La Costa Spa & resort golf course. The original driveway supported regular trucks but the new design has been designed to large tmcks with a 60' radius. These tmcks may require some of the tandem spaces to be cleared. Design Considerations The Chabad at La Costa is proposing to replace the existing modular building with a quality high end modular building that will be constmcted to the high quality standards of public Institutional-grade modular standards. The buildings were purchased from UC San Marcos and will be installed on a pit-set permanent foundation system and detailed to a quality indicated in this application with quality detailing and exterior applications. The building will have the high quality look of other buildings in the area. Once completed, you will not be able to detect that this was a modular building. The new building will have high ceilings that will give it a better look than standard modulars. TTie exterior will be stuccoed and have a stone wainscot that will cover the exposed foundation below. We will be adding stucco trim around the windows and provide a stuccoed parapet wall with stucco molding as well. Setback Standards Exemption Working with the city senior planners, we located the building along the "Line of Sight" restriction limits and pulled the building forward up to where is now located on the site plan. This is crucial to the betterment of the building being sited. This has allowed for a better parking configuration, more room for the rear raised yard patio, larger utility storage to the north of the restroom building and an expanded area in the front for the storm water retention basin that the civil engineer required for this project. By allowing the front yard to come forward and exempt it from the standard 15' front yard setback for commercial projects, we can tum the building more toward the street to showcase the entry, large arched gates with beautiful wrought iron detailing, the raised entry patio to house the dome that is a tradition item found in synagogues, as well as the half-arch lower dome that will house the Torah Scrolls. It should be noted that only a portion of the building penetrates the the standard building setback. The existing was also allowed to be a setback of approximately 7 feet. Aesthetics The building will present itself better from the street as well when oriented parallel to the street. The covered atrium and the rear yard raised patio will be used often and will provide a great view of Batiquitos Lagoon and out towards the ocean. It will have a glass wind screen protecting the deck from aftemoon winds as well. The building will present a very attractive project from all over the valley as well as along La Costa Avenue. The 3D color perspectives provided as part of this request show that this exemption will not hurt the project or the local neighborhood in anyway Brief History of the Chabad Facilitv The following is a brief summary of Chabad at La Costa Facility. This facility possesses unique differences as opposed to an Orthodox Jewish Synagogue, Jewish facilities, and other house of worship. Our facility is unusual and requires different standards from regular facilities. People Served/Transportation Situation - We have a varied crowd, which on our busiest day, Saturday, fluctuates between 30-45 people on the average. We are an Orthodox Jewish Center, and our policy requires people to not drive to our center on the week of Jewish Sabbath, but to walk. Many of our members walk religiously to our services, and therefore it is a rarity that we should have more than half a dozen cars in our lot at any one time. On Jewish Holidays, when they fall on the weekend, the parking situation is comparable to that of the Sabbath, and when the holidays fall on a weekday, fewer people will typically attend. On Sundays we have 12-15 children attending our Sunday school. Their parents drop them off and then pick them up, therefore, dedicated parking for this use is not required. Past Parking HBstory - Chabad at La Costa has existed in our current facility since mid-1991. During those years we have managed with our current parking lot — which currently contains ten demarcated parking spots that have remained here since '91. We forever maintain our policy of being good neighbors to those who need to use the driveway shared by La Costa Resort and Spa, Leucadia Water District, and ourselves. We respectfully keep the driveway clear so as to allow easy access, and apart from a few minor inadvertently blocked driveway incidents (each of these cases remedied in less than five minutes at the very most), we have never had any other trouble keeping it clear. In all our years here, we have never received any complaints from our neighbors. Parking Changes - We have increased parking, keeping the original ten spaces and added a handicap van space, along with additional valet parking. The valet parking allows for unusual circumstances that may require some additional spaces, and consists of six regular spaces and five compact spaces. These supplementary spaces meet all required standards, and will not interfere with any kind of tmck making deliveries or providing other services that occasionally come through, as researched by the civil engineer. The combined parking will total twenty-three spaces after construction. Growth Expectations - We are hoping for and expecting modest growth with out new facility. We do not anticipate anything dramatic or radical in this regard. At this time we cannot imagine that we would average more than sixty members typically attending. Current Uses - The primary use of our facility is the Rabbi's office for counseling sessions and writing projects, the small sanctuary (for prayers, and services), a study for week-night adult education classes, and Sunday school for children. We also have a small kitchen for after-service socials We have no plans to change the above described uses whatsoever.
