Washington Ste 303 San Diego, CA 921 10 SUBJECT: CUP 103 (A) - LAS FLORES CHURCH OF THE NAZARENE Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department has reviewed your Conditional Use Permit Amendment, application no. CUP 103(A), as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directly to your staff planner by appointment. All list items must be submitted simultaneously and a copy of this list must be included with your submittals. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, July 27, 2001, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. Please submit elevations/floor plans showing the proposal to remodel the existing sanctuary. 2. Please include floor plans for the existing admin/classrooms. 3. Please submit a detailed description of the church operations and usage. It is my understanding, from speaking with church personnel, that church services and Sunday school classes are held concurrently. If this is the case, adequate parking will need to be provided for both uses. If this is not correct, please include a schedule of the hours for church services and Sunday school classes. If we base the parking requirements on the assumption that the church and classes will have different hours of operation, then these hours of operation will be integrated into the conditions of approval for the conditional use permit. Engineering: Engineering comments will be sent under separate cover. ISSUES OF CONCERN Planning: 1. The maximum height for structures in the R-1 zone is 30 feet (as measured from finished grade) or 24 feet if the slope of the roof is less than 3:12. There are several portions of the building that exceed these height limits. In regard to the "tower" structure over the elevator, staff would support an increase in the allowable building height for this feature pursuant to Section 21.46.020 of the C.M.C. 2. Walls over 42" may not be located within the 20' front setback area. The retaining walls proposed in the front setback along Las Flores will need to be adjusted accordingly. Have you considered designing the driveway with a slope into the off- site City-owned property? This could also eliminate the need for having a safety railing on top of the retaining wall. Alternative designs should be discussed with the Engineering and Planning Departments. 3. Decorative masonry block walls shall be provided along the property lines between the church site and the adjacent residential properties. You should coordinate with the property owner to the south to replace the existing block wall instead of adding a second block wall. The height of the wall shall not exceed 6 feet as measured from the grade of the adjacent property. c 4. 5. 6. 7. 8. 9. Provide a landscape strip between the paved driveway surfaces and adjacent residential properties that is wide enough to accommodate vines or shrubs to screen the walls (2' - 5' wide). Please dimension the depth of the landscape setback along Los Flores (lo' minimum). In order to minimize the views towards parked vehicles, the landscape plan should be revised to include landscaped berms and informal shrub massing for screening vehicles adjacent to Las Flores and Highland. Eliminate the paving and "existing driveway" on the Highland frontage and redesign this area with a walkway to the building. You may want to explore redesigning the Highland driveway entrance and expand the parking lot so that you could have a more efficient double-loaded parking area. Please give more spot elevations for the various levels in the outdoor patio area. It is difficult to visualize the changes in elevation and how the lower area is accessed from the classrooms. Please clearly label the location of the compact parking spaces and the aisle width on the north end of the parking lot. Indicate concrete curbs between all paved and planting areas. A redline plan is attached with additional minor comments and landscape comments. Please address these items and return the redline plan with your next submittal. Engineering: Engineering comments will be sent under separate cover. Fire: 1. Roads shall be designed per City Engineering Department standards. 2. Show existing fire hydrants and space fire hydrants 300 feet apart. 3. A fire alarm system will be required in the buildings.
