We are the owners of the approximately 55 acres of land known as

as a mobile home park and is a portion of the original master planned
development of the H. B. Development Company which was subsequently
purchased by Occidental Land and Development Corporation. John D.
Lusk & Son, in turn, acquired the subject land with the anticipation of
development of the proposed mobile home park.
The subject property was previously approved by the City of Carlsbad
for development as a mobile home park by Resolution 1670 on December 18,
1969.

This resolution included the property now known as Lakeshore Mobile
Over the past several months, we have been working with the City of
Carlsbad to clarify the validity of the 1969 Use Permit and as a result of
these discussions, we have filed a request for a new Conditional Use Permit
for the construction of the previously approved mobile home park. This
request, CUP-106 is slated for hearing before the Carlsbad City Planning
Commission on March 11, 1975.

It should be initially pointed out that our proposed mobile home
park is an adult mobile home park and will, therefore, not provide
housing for school age children,
any additional demand upon the Carlsbad Unified School District for
any additional facilities either presently or in the future. As a means
of assuring the school department as well as the City of Carlsbad that,
in fact, our project will not result in any additional pupils attending
the District, we intend to make appropriate provision in both the
Covenants, Conditions & Restrictions covering the project as well as
any other applicable documentation to insure that it remains an adult
only mobile home park. We fully intend to secure the approval of the
City in terms of the restrictions that we feel would be most appropriate
for the accomplishment of this end.
Our proposed project will not place
Therefore, we would respectfully request that the Carlsbad Unified
School District, at their Board meeting to be held the evening of March
10, 1975, approve our proposed project without the requirement of a
residential unit fee, as the proposed project will not have any affect on
the public school service and correspondingly, will not endanger the
public health, safety and welfare of the citizens of the City of Carlsbad,
Representatives of our company will be present at the above-referenced
