Adult Mobile Home Park
Gentlemen:
This letter is written in regards to your requirement of a
residential unit fee in order for our above-referenced project to be
heard by the Planning Commission of the City of Carlsbad.
On March 7, 1975, we wrote you a letter stating that our proposed
project is an adult mobile home park and that we would be willing to make
appropriate provision in the Covenants, Conditions & Restrictions as well
as any other applicable documents to insure the School District that there
would be no additional burden placed upon them by the development of our
park.
Since the date of the above letter, we have retained the services of
Ashley Economic Services, Inc. to prepare a Fiscal Impact Report in regards
to our proposed mobile home park. It is evident from the report that the
mobile home park will engender substantial fees to the School District while
at the same time, produce no school-age children. Consequently, it will
only produce revenue, not costs, to the School District.
Therefore, it would clearly appear that by requiring our company to
pay a residential unit fee, it would bear no reasonable relation to any increased
need for school facilities.

Nevertheless, because at this time we are apparently faced
with no alternative but to agree to pay the fee, please accept this
letter as our commitment to enter into an agreement to pay the
residential unit fee, under protest, to the Carlsbad Unified School
District.

Land Company, the former owners of our property, the City of Carlsbad
and the Carlsbad Unified School District.
It is our understanding that the present residential unit fee
