Some of the more pertinent requirements and procedures of the City are listed below for your in- formation and concurrence. ' 1) All conditions for Conditional Use Permit, Variance, Planned Unit Development and Special Use Permit shall be completed and the project commenced within 18 mont.hs from final City action, unless otherwise stated as part of the approval. There is no time limitations for Specific Plans unless ra2quired as part of the approval. 4) Development shall substantially conform to the approvzd plan. All public improvements shall be made in conformity with City Standards, to the satisfaction of the City Engineer, without cost to the City of Carlsbad and free of all liens and encumbrances. Prior to any construction, the applicant shall submit plans to the appropriate entity providing domestic water to the proposed development, for its approval of the location, type and adequacy of water lines. Street trees, as required by.the City, shall be installed by the applicant at applicant's expense. Trees shall be of a type approved by the Parks Department and shall be installed to their specifications. If removal of any existing trees is required by the City, said removal shall be at the applicant's expense. It shall be the responsibility of the applicant to make all arrangements with the Parks Department coficerning the require- ments of this condition. A detailed grading plan which includes proposed drainage and erosion control landscaping or other measures such as desilting basins shall be approved by the City Engineer. Immediately after grading, erosion control landscaping and/or other measures such as desilting basins shall be installed. Planning Department has received an inordinate amount 0.f new ap9lications as a result of the recent second phase sewer allocation. In fact. twenty-eight of these were received in just a five day period. The amount of applications has . created a heavy burden on our staff to initially review each one for completeness, let alone to begin the normal review process. Our staff had to choose between two methods of processing these applications. cations as possible within a short period of tine, thus, enscring that each application is processed in a timely manzer. The drawback of this method is a reduction in the quality of our staff's review and the physical inability of ths Planning Commission and City Council to hear the items at zny one meeting. The second method is to process a set nunber of applications for each Planning Commission and, if necessary, City Council agenda. This method ensures high quality review, however, necessitates a slower processing time of rany applications which would be "put off" until their turn came up. Coordinating Committee (DCC) meeting date and Planning Commission date are indicated to allow you to establish a time framework.
