Some of the more pertinent requirements and procedures of the City are listed below for your in- formation and concurrence. Please read this list carefully and feel free to ask for further information or explanation. 4) 5) All conditions for Conditional Use Permit, Variance, Planned Unit Development and Special Use Permit shall be completed and the project commenced within 18 months from final City action, unless otherwise stated as part of the approval. There is no time limitations for Specific Plans unless required as part of the approval. Development shall substantially conform to the approved plan. All public improvements shall be made in conformity with City Standards, to the satisfaction of the City Engineer, without cost to the City of Larlsbad and free of all liens and encumbrances. Prior to any construction, the applicant shall submit plans to the appropriate entity providing domestic water to the proposed development, for its approval of the location, type and adequacy of water lines. Prior to any construction, the applicant shall obtain approval from'the City Fire Department of the location and s3ze of fire hydrants. The applicant shall install all required fire hydrants and dry-stand pipes prior to framing construction, and said fire appurtenances shall be functional prior to commencing such work. Street trees, as required by 'the City, shall be installed by the applicant at applicant's expense. Trees shall be of a type approved by the Parks Department and shall be installed to their specifications. If removal of any existing trees is required by the City, said removal shall be at the applicant's expense, It shall be the responsibility of the applicant to make all arrangements with the Parks Department concerning the require- ments of this condition. A detailed grading plan which includes proposed drainage and erosion control landscaping or other measures such as desilting basins shall be approved by the City Engineer. Immediately after grading, erosion control landscaping and/or other measures such as desilting basins shall be installed. This control may be the final landscaping if so approved. A detailed landscape and sprinkler plan shall be submitted for Planning Director's approv.al for all graded slopes 5' or greater in height and any other areas required by law. Prior to final building inspect.ion clearance, all. landscap- ing and irrigation syste'ms shall be installed or adequate b.onding accepted. Said landscaping shall be maintained in a manner acceptable to the Planning Director. No signs or advertising of any type whatsoever shall be erected . . or installed until plans thereof have been approved by the City of Carlsbad. As part of the approval process, the City may niodify these conditions or add others, especially those of a more specific nature. PROJECT DESCRIr" ON The project described below is to be partiaily funded through a Community Development Block Grant awarded to the County of San Diego. This environmental review record has been prepared in accordance with the Environmental Review Procedures for the Community Development Block Grant Program prepared by the Federal Department of Housing and Urban Development (Federal Register, Vol. 40, No. 137, Part 11; July 16, 1975). Preparation Qf the environmental review record is a prerequisite to release of the allocated HCD funds. The project to be funded is the renovation and remodeling Of the City Owned "Magee House" which is located on the westerly perimeter Gf the Central Business District. Recrecation offices, Historical Society Office, and community meeting rooms, bor hood park . The Magec House is a single story bungalow style clapboard house constructed around 1895. square feet of floor area, is on a 2.1 acre lot. A barn and several small sheds are also located on the lot. The entire property was deeded to the City upon the death of Mrs. Florence Magee, owner of the house. is in need of substantial renovation. Exhibit - E shows a tentative design for adapting the house to a community center with City Parks and Recreation offices, the Historical Society Headquarters and several community meeting rooms. is in the process of contracting an architect~who would proceed with working drawings for the renoyation. Carlsbad Historical Society, Parks and Recreation Commission and City Council will ensure that historical value of the structure will be pre- served and enhanced. The City Review of the project by the 11. DETERMINE EXISTING CONDITIONS For the purposes of this discussion, the project setting is defined as the inner City area of Carlsbad, bounded b;y the Pacific Ocean to the west, the Buena Vista Lagoon to the north, Interstate 5 to the east and the Agua Hedionda Lagoon to the south (see location map, Exhibit - F). The physical and social distinctions within the project area are drawn primarily by a series of physical barriers. Santa Fe Railroad effectively separates the beach area from the Central Business District and inner City residential neighborhoods. The Buena Vista Lagoon separates the project area from Oceanside and the Agua Hediona Lagoon separates Carlsbad's portions of the City to the south. Exhibit - G shows the effect of major barriers on inner City circulation patterns. The Atchison, Topeka and LAND USE Land use in the inner City area is characterized by three main features: (1) A general transition from older, single family residences to rnulti- family residences is occuring. The 1975 Special Census shows the breakdown fo.r residential types in the project area as: Single Family . . . . . 27% Duplex to Fourplex. . . 18% Five Units or More. . . 54% . (2) Commercial development extends outward along two main corridors: Elm Avenue, from east to west and State Street from North to South. - 5-
