REQUIRED IMPROVEMENTS FOR CASE NO: CUP-128 SITE (OLD ST. PARTRICKS CHURCH). It is not planned, at this time,for an intensification of use to take place on the subject site. Civic activities that have previously taken place on the site will, in some cases, be continued. Some activities will be replaced. The resulting level of use will not in- crease. The inten4ion of the City's request for a Conditional Use Permit, at this time, is twofold. First, the City wishes to establish the Con- ditional Use Permit procedure to insure compliance with the Zoning Ordinance, and Public Facilities Ordinance, now, and at such time that the facilities are expanded. Second, to insure that any future expan- sion or modification of facilities are considered before the public. If the subject project was being pursued by a private party, and staff determined that no intensification of use would take place, the project would be considered an existing nonconforming use. The applicant would, therefore, not be required to provide onsite improvements until the existing facilities were expanded or an intensification of use was pl anned. The City intends to bring the existing facilities up to fire and building codes immediately. However, other onsite improvements are not planned until a determination is made regarding the types and intensity of uses for the site. For example, it would be difficult to impose parking requirements when it has not been determined which of the buildings will be used for public assembly and how many people will be seated or otherwise accomodated in a particular structure. There are 10 parking spaces existing on site (adjacent to east alley). There are approximately 25 parking spaces on the street adjacent to the subject property. To be removed 300 Title 21, Section 21.44.130 (26) provides a parking ratio requirement for the following uses: Stadium, sports arenas, auditoriums (including school auditoriums) and other places of public assembly, and clubs and buildings having no sleeping quarters. Parking Required: 1 space for each 5 seats and/or 1 space or each 100 square feet., of gross floor area used for assembly and not containing fixed seats. Based on the square footage and/or seating capacities of the existing structures, a total of 123 parking spaces would be required. This figure assumes that all buildings will be used for public assembly and that they would be used simultaineously. As a practicle matter, staff feels that the required parking will be substantially less. Staff calculates that a maximum of about 92 parking spaces could be made available for the facilities ultimately. . Street parking: 25 spaces . Lot West of Harding (with Activity Bldg., . off east alley: 17 spaces removed): 50 spaces (approximately) Staff does not recommend on-site improvements at this time, except those necessary to bring the structures into conformance with fire and bui 1 ding codes. Staff proposes the following conditions in addition to these listed in the attached staff report, to bring the existing facilities into con- formance with fire and building codes: NOTE: These conditions wi 11 be formulated at the DCC Meeting of 1/4/77. If the Planning Commission determines that additional parking should be provided, Staff would recommend that the lot west of Harding be paved stripped and landscaped to provide additional parking. Staff estimates the cost to pave, strip and landscape the west lot (approximately 21,000 sq. ft., maximum 50 spaces) would be between 10,000 and 20,000 dollars. Additional costs would include the cost to move the Activity Building. -2- TH:ar
